Guest guest Posted March 12, 2007 Report Share Posted March 12, 2007 Dear NACO and Friends, We would like to bring to your kind note that we have heard from our NGO Advisor that in NACP lll the budget will be the same for Drop - In Centre which is 4. 5 lacks. Which is very inadequate. Most of the time PLHA's in need of medicines help, nutritional & supplement, traveling, emergency expenses food etc. We personally request NACO to revise the budget and guidelines of Drop - In - Centre throughout the country to scale up the DIC program for PLHA's as part of GIPA and respond to the needs of PLHAs at the grass root level. When will you become self dependent my dear friends? How long you keep on knocking the door of organization like NACO for 'few dollars more' which does not even have an employee from the PLHA community as a part of GIPA strategy? NACO is an organization run by beurocrats, not affected people like you and me so just keep on begging to NACO does not make any real sense at all. Try to find out funding resources from your localities. Strategize your fund raising program as per the availability of the resources. Raise the fund raising capacities of the people of your network. Tap all the possible places. People are not unkind. They will help you. I run my small network with the money raised from the common people. We call our organization not PLHA network but Peoples' Organization where every person irrespective of his/her HIV status has equal right and voice. We help the people and also get helped by the people. We care a damn for funds from NACO, SACS or so called GFATM. More you break your head on their doors more you loose ownership from your program and movement. Be brave my dear friend. HIV is our problem not of the people sitting in NACO or GF. From my point of veiw you should not criticise other PLHA concern. Your esteem organisation might be People Orgnaisation but other side how much support did you provide to the People living with HIV/AIDS and People living from HIV/AIDS. As PLHA we felt that throwing all the stones to NACO or the Govt. is also not the right approach. We need to advocate the concern authoirty instead blaming them all the time I think Jaffar is doing the right way by raising this issue to the forum. Lastly please lets try do the way Munna Bhai does in the movie " Lage Raho Munna Bhai " . Actually our principles is " SURRENDER TO WIN " . Anyway I would like to appreciate you for your concern for the cause. We need people like you to combat this epidemic. But lets try to raise the issue in the right manner and in the right forum. Your response has been opened our eyes and encourages us a lot. We have just raised our voices on behalf of PLHAs Organization, Groups and Networks throughout the country, not for our selves. We PLHAs are not begging, it’s our duty and responsibilities to convince our policy maker and high authority, regarding our problems and needs of PLHAs. Until an unless how they can know, it is just tone of voice from grass root level to respond access to treatment, care and support as a fundamental rights of PLHAs. The majority of the PLHAs are belonging to poor family, they asking for such supports. Here we are not doing a favor for anybody; it is our duty and responsibilities to return back to the society, what we are getting. It is batter to raise our voices, because our voices have not been heard at the national level. We are already in planning process to develop a strategy for fundraising to support PLHAs members. Let me share experience of fundraising, we had approached few donors, as we got response from them saying where is “BILLIONS” of rupees going on? That India is receiving from the “WORLD BANK, WHO, and other Bilateral Agencies” as a loan for our country to fight HIV/AIDS? Even local organization, SACS are receiving crores of rupees. Still PLHAs are in same crisis, another side HIV/AIDS spreading very fast. Why the situations are becoming worse of PLHAs movements in India ? Whether our policies are not inadequate or we are lacking some how to succeed. We are thinking to bring all PLHAs groups, organization and networks together to unite and fight collectively. Especially those disadvantages PLHAs Groups, Organisation, Networks. Very soon we will be posting a information in the forum for further discussion on forming a Federation of PLHA in India. People should understand we are no beggers but asking for our rights and democratic entitlement. If NACO does not respond effectively and adequately to our justified need and demand we can raise our voice against the NACO and ask explaination from them. If they are unable to put up an explaination or prefers to keep unattended we must carry our movement against the insensitive system to replace or rectify it.
