Position: Programme Manager in the field of HIV/AIDS control and

HIV/TB coordination

Location: Main office in Dadar West

Duration: Minimum 2 years with possible renewal, Initially 6-month

probation period

Responsible for: Project management and development in the field of

HIV/AIDS control

Salary: Rs. 40,000 to 55,000 monthly according to profile and

experience

CONTEXT:

Inter Aide is a French NGO with activities in Maharashtra in the

field of public health, family development and income generation –

micro-credit. Inter Aide acts as a coordinating NGO, providing

funding and support to local implementing NGOs.

The HIV/AIDS programme, started in October 2006, is carried out in

collaboration with the Mumbai District AIDS Control Society and

various local NGOs. It aims to increase access to care for HIV/AIDS,

from diagnosis to ART treatment, in existing health facilities for

people living in Mumbai's slums, with a special attention to TB-HIV

co-infected people.

MISSION AND MAIN DUTIES:

The Programme Manager is placed under the direct authority of the

Regional Director based in the head quarters in France. His/her

mission is to coordinate and develop a network of partner NGOs to

implement the project in the whole of Mumbai by the end of 2007. The

Programme manager's main duties are as follows:

- To act as Inter Aide representative towards the Indian

administration and local donors: represent Inter Aide technically and

administratively, negotiate with the local authorities and local

donors

- To determine the strategic orientations of the programme in

collaboration with the Regional Director (intervention strategy,

analysis of results and impact, new projects development etc.)

- To provide support and monitoring – evaluation of the local

implementing partner NGOs: definition of methodologies and

procedures, monitoring of implementation and results, financial

control

- To enhance capacities of these same partners (trainings etc.)

- To identify and select new partners

- To coordinate with other Inter Aide Programme Managers, especially

with the TB control team

- To manage the financial and administrative components of the

programme: reporting to the local donors and to the head quarters in

France

PROFILE:

Work Experience

– Min 5 years of work experience, including experience as project

manager (project planning and budgeting, finance and administration,

reporting, partnerships management)

– Experience of negotiation with senior government officers

– Experience in the field of public health, preferably HIV/AIDS

control

Education

– Graduate degree: Master in business management / public health

management

– Or MBBS / MD with work experience in project management

Skills and qualities

– Computer literate (word, excel, power point, internet)

– Excellent written and spoken English and Hindi

– Networking and public relations skills

– Self-starter and autonomous

– Rigorous and conscientious

– Dynamic and tenacious

Desirable

– Experience in NGO domain

– Marathi spoken and written

– Already established in Mumbai or area
