Ramdoss Hon'ble Union Health Minister Govt. of India Sir, ICMR Kolkata institute, National Institute of Cholera & Enteric Diseases (NICED) is assigned to look after HIV/AIDS research in West Begal as well as in Manipur. They have constructed a 10-bedded HIV ward spending lot of money but they didn't develop proper manpower to keep it functioning. So, it is lying vacant and is being used for some other purpose. The institute does not have a full time Director since almost last one year. The working atmosphere has been deteriorating since last many months. The institute does not even have any Kolkata based Officer In-charge in absence of a full fledged Director. The ICMR authority appears to be reluctant to appoint the Director. NICED people belive that ICMR is trying to recruit some retitred fellow who is receiving pension from NICED now. He is able to join before June 2007 because of some other assignment in a neighbouring country. Hence is the delay. The institute is looked after by 4 persons unofficially with the controlling thread is in the hand of Additional Director General, ICMR. Therefore, you are requested to look after this matter and arrange for recruiting a full time permanent Director as early as possible to save this institute and thereby HIV research of West Bengal & Manipur..
