The setting is for everyone. Go to Your Group  Managment  Group Settings ;

Messages  Posting and Archives ; Edit ; Posting Options ; Attachments ;

Distribute ; Save Changes

I don't want to make that change to the group settings, because I

don't want members to be able to send attachments.

Your intermittent problem may be due to a quirky, unfortunate

combination of Boohoo! and AOHell. If I find out anything else, I'll

let you know.
