Dear FORUM,

As we are all aware specially those of us who are getting ART treatment from

various centers in India are aware that after first line treatment, second line

must be followed But to the surprise of all of us the proposed budget meant for

National AIDS Control Programme Phase III 2006-2011 (NACP-III) does not have any

provision for second line treatment seekers.

Though we all know that even the figure of 1 Lakh in the last phase NACO promise

to insure treatment had not reached up to mark, not only we need the second line

of treatment but also improving the second line treatment by incorporating all

the constraints and weaknesses.

We feel the numbers of ART center are still inadequate and most of them are not

HIV+ friendly. Not only there is lack of infrastructure, human resources but

also greater lack of human touch. Some of the Drop-in center and community care

centers are also not reasonably and

adequately placed meaning by distance and other human standards.

Also, the big question of below 200 CD-4 Countdown there are different

approaches being adopted by public and private doctors.

Treatment cost also differs from state to state, company to company and district

to district. So basically, KIRAN a network of positive people from the states of

Punjab, Haryana and Himachal Pradesh is proposing to convene a meeting to

discuss all these issues very soon either at Chandigarh or Delhi along with

other like minded organizations to deliberate and come out with plan of action

to

get all these issues sorted out in a very meaningful way.

For this we need your help and input from your State/District or wherever you

are associated.

1. He number of NACO supported ART centers in your State/District

2. The number of PLHA on ART from NACO supported center in your state

In the similar way, if you can also send us the number of Private

Hospitals/Individual Doctors who are running this kind of centers of

treatment (first line and second line) cost of treatment charged by the private

institutions.

We will feel oblige if you can send Above/Under mentioned queries related

information along with any kind of other issue to

be taken up during this meeting, please feel free to add it, meanwhile

please send the information pertaining two queries.

3. The number of PLHA who have reached the stage of second line ART

Treatment.

4. Estimated number of people who may require second line in one year's time

from your state.
