Guest guest Posted May 3, 2007 Report Share Posted May 3, 2007 Setting up and operating the technical support unit (TSU) to manage targeted interventions (TI) and other civil society initiatives in state aids control societies (SACS) Request For Expressions of Interest (EoI) Deadline: May 21, 2007 LAST DATE 21ST May, 2007 The SACS are responsible for implementing the National AIDS Control Programme (NACP) Phase III in the States. The Government of India has applied for a Credit from the International Development Association and a grant from DFID in various currencies towards the cost of Third National HIV/AIDS proceeds of this credit/grant will be applied to eligible payments under the contracts for which this invitation for expression of interest (EOI) is issued. The National AIDS Control Organisation (NACO) is supporting the state programme. The objectives of NACP III are proposed to be achieved through four key strategies: 1. Prevention of new infections in high risk groups and general population through: a. Saturation of coverage of high risk groups with targeted interventions (TIs), and b. Scaled up interventions in the general population 2. Providing greater care, support and treatment to a larger number of people living with HIV/AIDS. 3. Strengthening the infrastructure, operating systems and human resources in prevention, care, support and treatment programmes at the district, state and national levels. 4. Strengthening a nation-wide Strategic Information Management System. Targeted Interventions (TI) aim to reduce the spread of HIV in groups at high risk by providing peer counselling, condom promotion, treatment of STIs and client programmes. Evidence clearly demonstrates that the most cost-effective means of controlling the HIV epidemic is through the implementation of TI amongst vulnerable population groups. Both NACO and States place a high priority up on full coverage of the state with TIs. Additional fields in which technical support is required is in planning large media campaigns, condom social programming, developing multi-sectoral support and capacity building. Management organisations separately or jointly, are invited to submit EOI for setting up a Technical Support Unit (TSU) to provide management and technical support to the SACS(s). The agency will facilitate the exercise of designing, planning, implementation and monitoring sexual health interventions in the states on behalf of the respective SACS(s). The contract will be initially for one year and is extendable up to three years with inbuilt annual performance reviews. The TSUs will be set up for the following states(s) as given below with support offices in the states associated: Sl. Any previous successful collaboration in similar lines will be a key criteria. The organisation should ideally have the following skills: Project planning, appraisal, implementation, monitoring and evaluation including financial analysis Capacity building of NGOs/Civil Society Organisations Policy analysis, advocacy, communication and condom social programming with a wide range of stakeholders Managing inter-disciplinary teams on complex process projects, preferably in the HIV/AIDS or health sector in India. The EoI should be sent along with a Capability Statement including a profile of the lead organisation and any collaborating organisations, number of years of existence and details of previous partnerships, relevant technical and geographical experience, major clients, financial turnover and profitability for the last 3 financial years. Individual CVs are not required at this stage but the number and profile of key staff must be provided. Any EoI with inadequate information, those which do not meet the above criteria, or those received after the closing date will not be considered. EoI should be as concise and focused as possible to give evidence of the above requirements and should in no case be longer than 5 pages, including the capability statement and organisation profiles. Interested organisations should clearly mention the state(s) that they are interested in. They should be mailed to the Director (Finance), NACO, 9th Floor, Chandralok Building, 36 Janpath, New Delhi, 110001 to arrive not later than 12 noon on 21st May 2007. Only organisations, which are shortlisted based on the evaluation of the EOI, will be contacted and invited to submit detailed proposals. A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition). On account of conflict of interest, those organizations already implementing TIs or empanelled organisations of SACS will not be considered for this assignment.
