UNDP/SC/2007/055 Date of Issue: 1 August 2007 Closing Date: 15 August 2007 Post Title: Project Officer (Anti Human Trafficking) Organization: United Nations Office on Drugs and Crime (UNODC) Duty Station: New Delhi Duration: Eight months Type of Contract: Service Contract This vacancy is open to applicants of either sex. Preference will be given to equally qualified women candidates. Background: United Nations Office on Drugs and Crime, Regional Office for South Asia (UNODC ROSA), in coordination with the Ministry of Home affairs, Government of India is implementing Project IND/S16 on " Strengthening law enforcement response in India against trafficking in persons through training and capacity building " . The Project is being run in partnership with the law enforcement agencies and civil society in the States of Andhra Pradesh, Maharashtra, Goa, West Bengal and Bihar, with the aim of intensifying efforts to prevent and combat human trafficking in India. For running the above-mentioned project, we need to recruit a Project Officer to assist the Project Coordinator. Duties and Responsibilities: Under the supervision and guidance of the Project Coordinator and under the overall supervision of the Regional Representative for South Asia, the Project Officer will have the following duties and responsibilities: - Assist the Project Coordinator in the day to day implementation, monitoring and evaluation of the project. - Liaise with relevant Government counterpart officials and UNODC Headquarters in substantive matters concerning this project. - Assist the Project Coordinator in organizing, in cooperation with Government counterparts, training programmes in the project state and the development of training curriculum. - Participate and monitor training programmes for police and public prosecutors being conducted in all the project states. - Ensure extensive documentation of the training programmes and the impact of the training at the field level. - Assist the Project Coordinator in development of Training Tools, viz. Protocols, Standard Operating Procedures (SOPs), Training Manuals, etc. for purposes of training of the stake holders. - Liaise with partners to whom Training Tools have been outsourced and ensure that documents are submitted to UNODC on time. - Scrutinize the Training Tools; ensure veracity of the technical legal documents and ensure quality documentation. - Ensure proper designing and printing of the Training Tools and ensure prompt delivery of the tools and ensure prompt delivery of the tools. - Undertake missions to project sites and prepare reports covering these visits. - Monitor all aspects of project implementation, identify problems and propose actions. - Undertake such other relevant duties as assigned by the Project Coordinator and the ROSA Representative. Educational Qualifications: - An advanced degree in criminology, social science, law, humanities, or a related field. Experience: - At least 5 years of prior work experience in the field of law preferably on human rights or 5 years work experience with a UN agency or NGO. - Experience in drafting project proposals and knowledge of and practice experience in project implementation monitoring and evaluation. Knowledge and Skills: - Up to date knowledge of UN programmes, policies, guidelines and procedures would be an asset. - Ability to function in a Local Area Network environment is essential. Knowledge of word – processing, MS Project, advanced MS Excel and MS Access will be required. - Publications, if any, will be an added advantage. Languages: - Excellent command over the English and local language, both written and spoken including the ability to draft at a professional level.
