Universal access to HIV prevention -- if it means what it says -- includes protecting everyone from acquiring HIV through unsafe health care and cosmetic services. But how is that achieved? I suggest the following activity. This is not an activity for NACP III. It does not take government money. It does not wait for donor interest and support. Activity for individuals, local politicians, reporters, lawyers, etc, to promote universal access to HIV prevention: Whenever you are aware of an unexplained HIV infection in your community (in children with HIV-negative mothers, in husbands and wives with HIV-negative spouses and no outside partners), work with others to demand investigations. Write about it in newspapers. Talk about it on TV. Through courts and politicians, ask the government to initiate an investigation. How does this prevent HIV? When someone happens to find an unexpected and unexplained case of HIV in a community -- what is the chance it is an isolated case, that no one else has been infected? If it's come from a careless hospital clinic, and if those who are careless are not found and asked to change their practices, how many more will be infected?
