I believe the implementation of this plan could have begun even several months ago. This was reported to us by several sources, but I don't know if other local activists in India have followed up. I believe that the analysis of 2nd line treatment in India by Priti Radhakrishnan also refers to this. There is no reason for NACO not to accept this offer of free 2nd line medications paid for with UNITAID funds for two years. I think NACO should respond to this issue promptly and in a manner that is very clear, regarding their point of view. The promise by Sujata Rao from NACO was to start the second line treatment when the first line treatment reaches 100,000 no matter when it reaches. So I agree the implementation plan should start long ago but so far we dont know anything. My question to everyone will be what will we do if NACO says the first line treatment covers only 90,000 or 93,000 people forever? Do we have a something to find out if NACO lies. You never know NACO can keep saying 100,000 is not reached yet, they are expert in lying and keep the information secret. Nevertheless,one should not jump to a conclusion that only a few people and organizations are or would/should be concerned about it. I would request the forum members to take things in that spirit and refrain from the usage of unparliamentary expressions like 'expertise in telling a lie'etc. without a substantial reason. The members are requested to kindly wait and watch without any reduction in their proactive facilitation of 2nd line ART which is being chalked out through public private partnerships and other feasible mechanisms at different levels. Let's keep our fingers crossed(and thumbs pressed - as the Germans say). Personally I am fairly optimistic about a very positive outcome.
