Guest guest Posted August 21, 2007 Report Share Posted August 21, 2007 Seeking Expressions of Interest for setting up Technical Support Institutions under the Mainstreaming project of NACO/UNDP Background: The need for a stronger long term response to HIV in India has been articulated in the strategy document for NACP III which places special emphasis on Mainstreaming of HIV. Mainstreaming is seen increasingly as an effective strategy as it addresses the multiple facets and underlying causes of HIV in the long-term. UNDP proposes to build on the enabling environment to support national efforts in mainstreaming HIV in development responses. UNDP will support the Government’s efforts in mainstreaming HIV/AIDS in five low prevalence states through (a) systems strengthening ( capacity development and © building synergy & alliances. Systems will be strengthened through technical support to NACO, six central ministries, select SACS and district structures. Capacity development will be undertaken to facilitate a broad based community involvement in response to HIV at district and sub district levels. The aim of the partnership strategy is to harmonise mainstreaming efforts and share experiences through formation of alliances across various programmes and with varied organisations such as NGOs, CBOs state/national level networks, multi-lateral agencies, governmental departments and the private sector. The 5 year project will work in 25 districts across Bihar (6 districts), UP (5 districts), Chattisgarh (3 districts), Rajasthan (6 districts), and Orissa (5 districts) Organizations separately or jointly are invited to send in their Expressions of interest for the following: It is envisaged that every project state may have a Technical Support Institution of repute to provide regular, sustained and high quality technical support to the project’s state level functionaries and partners through the project period. The TSI will support and if required, directly provide capacity building to the state level functionaries and partners. This may include basic HIV sensitization, advocacy, communication, networking, developing learning resources, develop and implement documentation processes, provide high quality assistance in generating new knowledge. In addition, the technical support institution will help state level functionaries in developing and implementing mainstreaming strategies at the local district level by developing and fostering new partnerships and capitalizing on local opportunities. Requirements: the applying organization should have adequate infrastructure and human resources demonstrated capacity and expertise to work with networks of organizations. evidence of having provided large scale and high quality trainings on a wide ranging set of issues related to HIV competence. easy access, in house inventory and supply of training tools and learning resources.
