Oddly enough, the animal experiments actually suggest raw millet would be preferable. Both cooking and soaking make it more goitrogenic. However, there could be other problems with raw millet I'm unaware of. Likewise with unsoaked millet. I'd suggest just using it in moderation and following the traditional preparation. If it's occasional, it should make that much of a difference either way. The people who get goiter from it are in groups that use it as a staple.
