Dear FORUM,

Well stated. The writing on the wall is very clear - less numbers may eventually

lead to less allocation of budget for care and treatment services and more focus

towards prevention activities focussing espcially on already socially excluded

and marginalised communties and thereby moving away from equity and right based

programming.
