I would like to comment on (a) What is currently Inaccessibile? ( Changing view of the Government of India on access to HIV/AIDS treatment, ©Why these gaps in access to treatment? and (d) Towards a transformation in access to HIV/AIDS treatment. a) What is currently Inaccessibile? Insufficient CD4 test facility No viral load test facility Non access ability of 2nd line or further therapy No drug resistance test facility Indirect refusal or harassment for surgery cases Frequent interruption in supply of O.I. drugs No follow-up and monitoring counseling No psychiatric treatment or de addiction support with in treatment package No treatment package for HIV-1 infected people Lack of confidentially in outdoors as well as indoors Very few ART centers Very few Anti Stigma and Positive living Campaigns Lack of family counseling towards anti stigma public disclosure Changing view of the Government of India on access to HIV/AIDS treatment. The previous view of Govt. of India was that theire is Insufficient funding resource for overall treatment. But the current view is that • Insufficient funding resource for 2nd line Anti Retroviral treatment and further therapy • Govt. don't care for the HIV+ staffs newly appointed even in Govt. Hospitals or programs, in terms of 2nd line ART and further therapy • National Aids Control Policy itself violating major Human Rights of Citizens with HIV or without HIV. Also confronting UNCAT in terms of Negligence In Health Care • Delay in pass and enforcement of Patient Law and HIV/AIDS law c) Why these gaps in access to treatment? • Due to Govt., Political and Administrative negligence fingering to lack of fund • Due to lack of general citizen's support surrounded by Social Stigma • Due to lack of awareness in common people to treat HIV as Major Health Safety Issue • Due to mostly negative attitude of NACO towards Prevention Through Complete Care still today • Non supportive attitude of corporate social responsibilities in terms to support treatment except own employee • Due to ongoing tokenistic approach to GIPA Policy at all level • Most of the State Government don't bother to allocate fund for Treatment, although Health is a State Part • National/State Level Human Rights Commissions least bother to take necessary actions to support Citizen's Life • Due to lack of follow-up cases by Media as well as lack of Media Advocacy for Universal Treatment Accessibility d) Towards a transformation in access to HIV/AIDS treatment. According to Management Guru Prof. A. Chowdhuri by imposing HIV Treatment sess of few paisas, Like Education sess on commodities like Petrol and Diesel etc., this might be negligible to the consumers in true sense By appealing to the Corporate Sector as well as to general citizens for donations to fill up ongoing urgent Life Saving gaps, which could be delivered through Govt. Hospitals By imposing, Compulsory License on Drug manufacturing, like Thailand. By waving all sort of taxes on drugs Through immediate legal intervention to protect the Rights of People Living with HIV today By treating the issue as an urgent Humanitarian Developmental Issue in Govt. level By allocating financial support at State Govt. level Bhaduri Snehansu 49/A/1, B.P.
