PSI, with programs in safe water, nutrition, family planning and HIV/AIDS uses social marketing to achieve positive behavior change through the promotion of ideas, products and services supportive of better health. In India, PSI began operating since 1988 and since then its social marketing activities have spanned across 22 States and Union Territories as well as the national highway system. These interventions include extensive work on HIV/AIDS/STIs, maternal and child health, and family planning social marketing campaigns. PSI has been subcontracted by the University of Manitoba (UM) to provide technical support for Behaviour Change Communications under a USAID-funded HIV prevention, care, support and treatment program for Karnataka called Samastha. PSI's contribution to Samastha includes the design of behavior change strategies and implementation support for HIV prevention, spanning over a period of five years and focusing primarily on vulnerable populations in twelve districts of Karnataka and five coastal districts of Andhra Pradesh. Reason For Hire: PSI seeks to recruit an experienced professional to manage the communication development process for the Samastha Programme, including design and implementation of BCC strategies and the creative development of BCC tools and messages - for HIV Prevention, Care and Support and Treatment. The role also involves assisting the development of training curriculum and modules for Samastha field communications staff to deliver quality messages in the field, focusing primarily on vulnerable and at risk population groups. She/he will be part of a talented and enthusiastic team comprised of PSI and KHPT staff, working jointly on the issue of HIV AIDS in the State of Karnataka Responsibilities: • Collaborate with Samastha staff to understand fully the implementation of the program and the implications for BCC strategy design and implementation. • Lead the design of an evidence-based BCC strategy for the Samastha program, with support from Samastha staff, particularly the Research Manager and the KHPT Communications Department. The BCC strategy will include key determinants for behavior change, selection of the most appropriate communication mediums for message delivery, and implementation strategies to achieve sufficient intensity of communication activities to achieve behavior change objectives. • Lead the design of a thematic BCC messaging implementation plan in collaboration with Samastha staff, particularly the Program Department. • Lead the development of Creative Briefs and BCC Thematic Concept Notes to guide the creative execution of BCC collaterals, including materials, messages and interpersonal communications dialogue frameworks. Brief Creative Agencies as per approved scope of work and oversee execution of BCC collaterals. • Support the Training Manager to develop strategies and modules to train field communication staff to properly use BCC collaterals in accordance with the Creative Brief and deliver high quality messages to Samastha target audiences. • Utilize findings from M & E studies and input from the field to improve operations in collaboration with Samastha staff. The capacity building program aims to create a marketing decision support system that results from best practices in data collection and analytical methods. The incumbent will ensure effective research being carried out to design newer behavior change and communication strategies. The major role of the incumbent would lie in strengthening the techniques to support development, testing and evaluation of communications campaigns and activities. The role will also involve maintaining key relationships with a range of stakeholders like Samastha staff, PSI staff, University of Manitoba staff, and program staff across regional offices. Responsibilities: • Collaborate with program staff to understand fully the implementation of the program and the implications for research design and implementation. • Oversee the production of key qualitative and quantitative information to support development, testing and evaluation of communication campaigns and material in accordance with the program's objectives. • Lead and approve the scopes of work for periodic data collection, input and cleaning in-line with agreed research needs • Organize and monitor bidding processes in-line with PSI procedures • Ensure close supervision of the agency to ensure highest quality sampling, questionnaire design, and interviewer training • Work with the contracted agency to ensure high quality analysis and reporting.
