The process by which the discussions held in the CCM could be related back to the constituency and for receiving feedback on the same The process by which they intend to collect concerns, suggestions and opinions of the constituency for sharing with the CCM With regards to the above questions (2 & 4) of your letter, the members of the CCM are accountable to constituencies they represent and are mandated to convey the concerns and view points of these constituencies to the meetings of the CCM. The CCM members are also expected to provide feedback to the constituencies on the discussions and decisions of the CCM on all aspects of the GFATM. In order to strengthen the information dissemination and participative oversight processes, the India-CCM has launched its website from the beginning of June 2006. The address is www.indiaccm.org. The list of members with their contact details is available on the India-CCM website and is also enclosed for your reference. As the CCM and as individual elected members representing these constituencies; what is the process of accessibility for these constituencies to access and consult with the CCM or their elected representatives? With regard to the above question (5); Constituency representatives are elected so that they can present to the CCM the views of their constituents, so that the latter do not have to address the CCM directly (for instance, more than 3,000 civil society organizations are involved in AIDS control). However, to increase the collaborative and interactive process of feed forward and feed back mechanism of information sharing by representatives and their constituencies, the CCM has directed the further development of the India-CCM website to provide a forum /platform for dialogue, debate and information on relevant issues online through the website. Presently, the minutes of the Indian-CCM meetings, as well as the contact details of all India-CCM members including addresses and emails are available on the India-CCM website. The details of the current members representing the Civil Society Sector are at Annexure A The process and criteria by which some proposals are selected for inclusion in the country proposal and others rejected. The process by which all organizations of the respective constituencies have an equal opportunity on intent, participation, and inclusion as applicants in the country proposal. With regards to the above question (1 & 3); The India-CCM is a national consensus group that discusses, decides on, recommends and submits the Comprehensive Country Proposal (CCP) to the GFATM. The process of receipt of proposals from stakeholders, review of proposals submitted, selection of eligible quality proposals and incorporation of the various CCM endorsed proposal through the drafting and submission of the CCP to the GFATM is a transparent and documented process, in accordance with the guidelines provided by the Global Fund as well as according to the TOR of the India-CCM. For each round, the strategies and actions for the formulation of the CCP and the discussion and ratification of the focus areas for each of the three disease components are deliberated upon and decided by the CCM at one of its meeting convened after the announcement of Call for Proposals for the specific Round by the GFATM. The CCM by necessity has to assume that the Civil Society members of the CCM represent the views of the constituencies which have elected them independently. Once the tools for inviting submissions from all stakeholders in the country for possible inclusion in the CCP of the specific Round are ready, they are placed for viewing and downloading at the web sites of the India-CCM, the Ministry of Health & Family Welfare and of the three national disease control programs viz., CTD, NACO and NVBDCP along with the announcement calling for the civil society, private and other sectors to submit proposals for the consideration of the India-CCM. The announcement incorporating the reference to the details available on these websites is advertised throughout the country in the newspapers with the highest circulation in English, Hindi and 9 vernacular languages. This process ensures that all stakeholders, irrespective of representation or linkages to the CCM get an opportunity to know about the focus areas and if interested submit proposals for the same. The India-CCM Secretariat is available for discussions, clarifications and guidance through various means of communication for all interested stakeholders during the window period available for submission of proposals. After the deadline for submission of proposals, the India-CCM Secretariat tabulates the submissions that are received in time for each of the three disease components and for various combinations of disease components both in the form of hard copy / CD and through email. The tabulated and documented proposals are then screened, reviewed, rated and recommended to the India-CCM by focus/disease specific technical review committees, ratified by the India-CCM for this purpose, based on the eligibility criteria agreed upon by the CCM earlier. The heads of the three national disease control program divisions present the process and results of the review and the recommendation of the technical review committees on the submissions received to the India-CCM, for selection and ‘endorsement in principle’ of proposals for possible incorporation into the CCP. The India-CCM endorses those proposals that are finally short-listed through a process of discussion, negotiation and clarification with the agencies, which have submitted these proposals based on how these proposals fit within the framework of the CCM endorsed CCP, which clearly addresses the “additionality” criteria of the GFATM within the national strategic plan and priorities for the three diseases. The India-CCM also selects and endorses the government/non governmental entity, for eligibility to be a Principal Recipient, through a transparent consultation and negotiation process which results in a consensus among the various agencies whose proposals have been selected for incorporation into the CCP guided by pre-determined and CCM ratified eligibility criteria. The PR selection process is also comprehensively documented.
