When to cap salaries?

Group,

 

Since we pretty much have a fixed income business (set reimbursement rate based

on one hour treatment slots for a max volume capacity within a facility), we

must control expenses to keep margins. If we continue to give salary raises

indefinitely, we will cut into our margins.

So one way is to cap salaries. How and when is this done without hurting morale

and still incentivizing good performance? Is there any standard out there in the

market for this situation?
