Guest guest Posted July 11, 2007 Report Share Posted July 11, 2007 The Health Commission of the Catholic Bishops' Conference of India (CBCI) in collaboration with Caritas India and Constella Futures is setting up 45 community care centres (CCC) in the states of Gujarat, West Bengal, Orrisa, Chattisgarh and Bihar. The objective of the CCC is to provide treatment for opportunistic infections and to improve drug adherence among people living with HIV (PLHIV) and to integrate care and support services to existing out reach activities and build capacities for community-based care. CBCI-HC is currently recruiting for thefollowing positions. 1. Financial and Administrative Manager - New Delhi Tasks and Responsibilities * Assist Project Director and his designees with annual budgeting process and revisions of budgets as necessary; * Facilitate subcontractor financial reporting, ensuring that reports are accurate, timely, meet program requirements and that subcontractors submit reports in order to maintain necessary funding for implementation of their work; * Serve as back-up liaison for administrative and financial reporting purposes to the Primary recipient, CBCI, regional offices and other reporting agencies. * Manage allocation of resources (vehicles, drivers, supplies, computers, other fixed assets), leases and space allocation for the various program offices; * Manage and supervise the finance and administrative personnel working at regional offices on a regular basis * Serve as primary contact for vendors and service providers for CBCI program office and help negotiate favorable costs and consolidate orders for goods and supplies as needed; * Manage process of review and approval for agreements with vendors; * Draft new administrative and financial policies or revise/clarify existing policies where needed and as requested/approved by the Project Director to meet requirements for managing Global Fund sponsored grants; * Develop training programs and help coordinate the same for financial and administrative staff as needed to ensure compliance with the donor and Indian regulations; * Assist with internal and external audits and other administrative and financial matters as required. Desired Profile Five or more years of related experience required, preferably in a program setting or NGO environment. Bachelor's degree required. Master's degree in Business, Finance preferred. Accounting (A/P, A/R, fiscal reporting, etc.) skills are essential. Strong grants management and financial management skills are required. Familiarity with Government funded programs and grants and knowledge of applicable regulations involving international donor agencies, including external and internal auditing procedures and procurement processes required. Incumbent should possess strong interpersonal, organizational, and problem solving skills and ability to work effectively with all levels. Must have the ability to work with shifting priorities and deadline pressure; both independently and as part of a team. Must be highly proficient in Tally, MS Word, Excel and be willing to learn new software packages as needed. Strong organizational, written and oral communication skills are essential. 2. Documentation Officer- New Delhi Tasks and Responsibilities * Helping implement the project's knowledge management, communication and information strategies * Assisting in the documentation of lessons learnt, workshops and research outcomes, etc * Support the production of website, newsletters, other promotional materials, etc * Provide inputs for managing the Media, PR and Networking functions * Provide multi-tasking support to the project staff for organizing forum workshops, meetings and other activities * Assist in other related activities as required Desired Profile PG in Social Sciences, Mass Comm. or PR from a premier institution or university. Excellent writing and editing skills, both in English and Hindi. Proficient in computers. Willing to travel extensively. Participation/ exposure to development and health programs both in the urban and rural settings. Knowledge/ work experience in North and Eastern parts of India shall be preferred. 3. Regional Coordinator- 1 each in Kolkata, Patna and Ahmedabad Tasks and Responsibilities * Provide technical assistance on various aspects of care and support of PLHIV to the FBO * Provide hands-on assistance in setting up CCC and monitor the implementation of the project * Work as a link between the office in New Delhi and the CCC in the state/s * Assist in developing effective procurement plans for the CCC and in timely delivery of supplies purchased centrally to the CCC * Provide over all guidance in helping CCC in putting in good practice management and M & E systems in place * Coordinate with other stakeholders including SACS, ART centre, ICTC and other NGOS in the state and develop working relationships with them * Other tasks assigned by the Program Manager. Desired Profile Should have at least a master's degree in social work, management or other social sciences. Progressively sound technical understanding of the HIV epidemic, specifically care and support program. Should possess 2-3 years of experience in coordinating multi-location projects on HIV or health related. Should have excellent interpersonal and communications skills, especially in local language. Should be able to lead and motivate others, consultative and collaborative approach, ability to work and achieve results in challenging environment, adaptability and ability to cope with change, and, ability to turn challenges into opportunities. 4. MIS officer- 1 each in Kolkata and Ahmedabad Tasks and Responsibilities * Provide technical assistance to the CCC on different aspects of monitoring and evaluation * Help in setting up of M & E systems at the CCC level * Monitor the quality of data collected, compiled and transmitted upwards. * Facilitate a smooth flow of data from the CCC to the Delhi office * Other tasks assigned by the Program Manager. Desired Profile Should have a degree in social sciences or related subjects. Adequate technical understanding of the HIV and AIDS epidemic and care programs for PLHIV. Should possess 2-3 years of experience in collecting, compiling, editing and report writing on HIV or health related. Should have excellent interpersonal and communications skills, especially in local language. Should have the ability to work and achieve results in challenging environment, adaptability and ability to cope with change, and, ability to turn challenges into opportunities. 5. Administrative and Financial Assistant- 1 each in Kolkata, Patna and Ahmedabad Tasks and Responsibilities * Provide administrative and secretarial assistance to program staff * Coordinate and arrange logistics for meetings, events, workshops, trainings etc Desired Profile Preferably, a graduate degree in commerce. 1-2 years of work experience in the similar field. Basic knowledge of income tax and laws governing societies. Skills in working with MS Office, fluency in English and local language. Ability to perform multiple functions and work under time pressure.
