It is good that Anindya put it in the AIDS INDIA forum. I think there should be an end of it and there must be a limit of tolerance. Sexual harassment to any person is a heinous crime and the people involved should be punished in such a way that it becomes a burning example to the others. I strongly condemn this ugly act and demanding appropriate punishment of the criminals without delay. Ending with a suggestion to Anindya. During the training of the PEs keep sessions on 'tackling adverse situations in the field' and lessons on some self defence mechanism (karate, judo) and tricks. Mere advocacy with police may not be very helpful (I think you have been already done it enough).
