CHAI team works hand-in-hand with various government agencies to

expand access to treatment on the ground, strengthen management

capacity, improve procurement and laboratory systems, train

State Program Coordinator – ANDHRA PRADESH

Terms of reference

The State Program Coordinator, will be a core part of the in-country

team that will plan, direct, and coordinate activities on behalf of

the Clinton HIV/AIDS Initiative to help ensure the India program for

HIV/AIDS care and treatment meets goals and objectives within

prescribed time frame and funding parameters.

Key Responsibilities Include:

o Preparing an action plan to support the care and treatment

activities of the Initiative in Andhra Pradesh.

o Facilitating program implementation by obtaining, coordinating and

managing the required resources (i.e. human, financial, etc.)

o On-going monitoring of programs to ensure that program objectives

are being reached and to ensure that the program is sustainable.

These include, but are not restricted to:

o Pediatrics Program;

o Monitoring & Evaluation

o Laboratory & Strengthening

o Physicians Training Initiative;

o Any other activity identified by CHAI in support of its program in

India

o Working closely with the State AIDS Control Societies of Andhra

Pradesh and interacting with the Health officials, other departments

involved and partners (donors, technical assistance providers) in the

HIV/AIDS space to support the Initiative's goals

o Working in direct liaison with the CHAI team in New Delhi and

periodic reporting to the officer-in-charge of States' roll out

The foundation is seeking applications for the following positions

Job description: Public Health Specialist

Overall Mission:

The mission of the CHAI – Balasahayoga is to strengthen the

facilities in the effective delivery of HIV/AIDS related activities

with a focus on the needs of children.

Main Functions The public health specialist of the Bala Sahayoga

Project will be ensuring effective linkage of the project with the

district health system. S/he will lead the programme development

strategies that will make the functioning of the health facilities

more effective. S/he will promote innovation and good practice; lead

& manage capacity development & technical support to health

facilities and district health system; provide technical expertise to

support policy and programme work; and, support new programme

development.

1. Programmatic and Technical Support

Objective: To develop the programmatic and technical capacity of

health facilities and district health system to manage and deliver

quality HIV/AIDS related clinical care & services across the

districts with a focus on children

• Assess the programmatic and technical capacity and needs of health

facilities and district health system in delivering the services.

• Design, develop and provide programmatic and technical support to

build the capacity of health system.

• Establish learning and support networks for developing excellence

in clinical care and services.

• Develop appropriate and effective technical support and training

strategies for CHAI programmes and partners, in response to programme

priorities and emerging good practice.

• Develop, collate and disseminate technical resources on clinical

care and services, and provide guidance to health facilities and

district health system to enhance the quality of programmes.

2. Technical leadership

Objective: To provide technical leadership on clinical care and

services, and develop CHAI's capacity to provide technical leadership

externally.

• Lead the development of the CHAI's technical capacity in clinical

care and services, including ART, VCT, PPTCT, STI and TB.

• Develop, document and disseminate good practice in clinical care

and services, including the integration of treatment, care, support

and prevention.

• Participate in relevant programme, policy and research activities

to inform and guide clinical care and services.

• In consultation with the national / state programme manager,

represent CHAI externally on clinical care and support initiatives

and technical issues.

• Keep abreast of developments in clinical care and services and

ensure that these are considered in the development and

implementation of CHAI's programmes.

3. Programme development and management

Objective: To design, develop and plan programmes and programme

components focusing on clinical care and services.

• Develop and contribute to the preparation of concept notes, project

proposals and programme implementation plans.

• Support in the development, design and planning of programme

proposals for delivering care based on NACP III and other CF

initiatives.

• Support the review of programme proposals and reports.

• Prepare regular reports on relevant programmes and programme

components for internal and external use.

4. Integral role in the programme team

Objective: To work collaboratively as a key member of the programme

team.

• Contribute to the planning and co-ordination of the overall

programme in Andhra Pradesh.

• Develop and implement programme and technical support strategies.

• Contribute to CHAI's communications and information initiatives

including the donor reports, annual reports and other communications.

5. External Relationships and Partnerships

Objective: To develop appropriate external relationships to foster

support for CHAI programmes.

• Work closely with the National/ state programme manager -

Balasahayoga to establish, maintain and strengthen effective

relationships with relevant stakeholders involved in the delivery of

clinical care and services, including government agencies, lead

partners, partner and implementing NGOs, health service providers,

faith-based organizations, police, and medical education authorities.

• Work closely with the national programme manager to liaise with

donor agencies on relevant programmatic and policy issues.

• Participate as requested by the national programme manager in

relevant external committees, partnerships and consortia which

involve CHAI India as members.

6. Other

• Undertake other responsibilities not outlined above which are

commensurate with a role of this nature in the charitable sector and

which have been discussed and agreed between the line manager and the

post holder.

Person Specification

• MBBS degree with master's degree community health / public health

or other relevant areas.

• At least 4- 5 years' relevant experience in HIV/AIDS or other

public health programmes.

• Experience of working with the government and other key

stakeholders in partnership building

• At least 3 years' experience of working in multi-disciplinary team.

• Demonstrated experience in the design, management, implementation,

monitoring and evaluation of projects.

• Demonstrated knowledge and understanding of partnerships and/or

donor environment, donor relations and reporting.

• Experience of providing technical support to, and capacity building

of, organisations.

• Very strong analytical skills, and the ability to synthesise

complex concepts and to communicate them effectively.

• Ability to work effectively in teams as well as independently.

• Excellent writing and verbal communication skills.

responsible for leading the development, management and

implementation of the training and capacity building strategy under

CHAI - Bala Sahayoga project. He/she will design, develop, follow up

and commission training and capacity building programmes and

resources to strengthen the capacity of health facilities providing

HIV/AIDS services. He / She will function develop and maintain

effective linkages with other partners who has a mandate in capacity

building on these areas.

Key Responsibilities:

The major areas of responsibility of the Programme Coordinator

Training; CHAI

1. Coordination of the capacity building of the Health Facilities

Objective: To ensure development and implementation of trainings to

build capacity of health facilities in order to strengthen the child

ART programme in Andhra Pradesh.

• Develop, manage and implement a training and capacity building

strategy for the Andhra Pradesh programme. Co-ordinate and facilitate

training and capacity building needs assessments of the personnel in

the selected government and private health facilities.

• Understand the training strategy under NACP III which is focussed

on the ART and provide technical support to APSACS and district

health system in training and capacity building.

• Commission and manage the consultants and trainers to support the

implementation of the training and capacity building strategy.

• Organise and deliver Training of Trainers programmes to expand the

pool of trained trainers in Andhra Pradesh to build the capacity of

selected personnel in health facilities (clinical mentoring??).

• Co-ordinate the development and dissemination of training resources

to health facilities, NGOs /CBOs.

2. Programmatic, technical and organizational development support to

district health system.

Objectives: To ensure programmatic, technical and organisational

support to district health system in order to enhance their overall

development.

• Provide support in the assessment of organizational capacity of the

health system.

• Support APSACS / District health system in programme development,

design and planning, including the development of programme proposals

through training and other activities.

• Provide and/or facilitate programmatic, technical and

organizational development support to district health system through

site visits, mentoring/coaching, technical resources, information and

training.

3. Integral role in the programme team

Objectives: To play a key role in the team's technical capacity in

building the capacities of district health system.

• Contribute to the planning and co-ordination of the overall

programme in Andhra Pradesh.

• In consultation with the national/ state programme manager and

other team members lead the development of the team's technical

capacity in capacity building of NGOs/CBOs.

• Facilitate the inputs of other programme staff towards

strengthening the programme in designated areas.

• Support other programme staff in their designated programme areas,

as agreed by the team members.

• Contribute to the development and implementation of programme and

technical support strategies.

• Support the programme team in undertaking monitoring of the

programme.

• Support the collation and preparation of programme reports,

proposals and other documents for the overall programme in Andhra

Pradesh.

• Participate in the sharing and documentation of learning from the

programme.

4. Establishing & strengthening relationships with relevant

stakeholders

Objective: To develop appropriate external relationships to foster

support for the CHAI programmes.

• Work closely with the national programme manager and other team

members to establish, maintain and strengthen effective relationships

with relevant stakeholders including government agencies, partner and

implementing NGOs, and other agencies.

• Participate, as requested by the national programme manager in

relevant workshops, external committees, partnerships and consortia,

which involve CHAI as a member.

5. Miscellaneous

• Undertake other responsibilities not outlined above which are

commensurate with a role of this nature in the charitable sector and

which have been discussed and agreed between the line manager and the

Person Specification

• Master's degree in management, social sciences, health or

development field (or equivalent) or a Bachelor's degree with at

least 7 years of progressively responsible management experience in

the health, development or other relevant sector.

• At least 4- 5 years' relevant training / capacity building

experience in HIV/AIDS or other public health programmes.

The Clinton Foundation HIV/AIDS Initiative (CHAI), India office is

seeking the services of highly motivated individuals to fill the

position of Program Assistants for the CHAI Pediatric HIV/AIDS Care

and Treatment program in some of the high prevalent states of India.

CHAI is searching for outstanding professionals with relevant

experience to support the Pediatric Initiative. The incumbents will

provide program management and documentation support in their

respective roles to the Foundation's grantees to strengthen existing

projects and ensure achievement of high standards of quality. The

ideal candidate will be hard-working, innovative, flexible and

personable; with very strong communication skills The Program

Assistant will be responsible for overseeing CHAI Country and State

teams involvement in helping to scale-up Pediatric HIV / AIDS

services and access to life-saving ARV treatment (ART) to children.

Dynamic, entrepreneurial individuals with strong managerial,

diplomatic, and analytical skills are sought for this role.

The Program Assistant will report to the State Coordinator and/or

State Pediatric Program Manager and will support in managing the Lead

Partners (LPs), identify needs for technical assistance in

consultation with LPs and Technical staff and will provide

programmatic assistance, capacity building of NGO partners at the

district level in program management areas. The incumbents will

assist state team to scale up pediatric initiative for improved

coverage of CLHA through appropriate communication strategies,

diagnostic facilities and mainstreaming with ongoing Treatment, Care

& Support program.

Key Responsibilities include:

• The incumbent will liaise with (LP) to identify barriers to

implementation and develop plans to overcome them and will ensure

appropriate documentation and dissemination of best practices and

lessons learned of Pediatric Initiative.

• S/he will work closely with the Lead Partners and their

implementing partners

• Liaise closely with the LP and their implementing partners to

ensure that CLHA are followed-up in the field

• To monitor that CLHA are receiving high quality care and support

components as prescribed by the CHAI

• Assist State CHAI team to develop and implement Pediatric HIV/AIDS

capacity building programs for partner staff, including

facilitating/leading training sessions as appropriate

• Support ongoing Care and Support program of CHAI including

treatment

• Assist in providing technical assistance to ART centers and State

AIDS control program in areas of strengthening pediatric related

treatment, program implementation, and monitoring & evaluation

activities

• Assist State Coordinator and/or State Pediatric Program Manager in

monitoring and evaluating programmatic interventions, including

quality of Care & Support services offered by the Pediatric

Initiative Lead NGO Partners

• Monitor the drug stock and liaise with ART center to strengthen its

capacity and infrastructure

• S/he will assist the State Coordinator and/or State Pediatric

Program to monitor the distributions of supplies including drugs,

kits and other consumable items to the ART centers as per guidelines

prescribed by NACO.

• Preparation of periodic progress reports describing the

achievements and challenges of the program

• Assist State Coordinator and/or State Pediatric Program Manager in

developing SOPs and state specific materials

• Regularly analyze data collected from Lead Partners and share with

M & E team

• Assist the national and state team to implement other activities as

desired by the Country Office

Desired Profile

• Post Graduate in Social Sciences and Management

• 2 years experience in HIV/AIDS program management preferred

• Those with experience in managing health projects, reporting,

monitoring and documentation will be preferred.

• Exceptional problem-solving, interpersonal, quantitative and

analytical capabilities

• Willingness and ability to handle multiple tasks simultaneously,

set priorities, and work independently.

• Ability to work in a team, excellent oral and written and verbal

communication skills in English and computer proficiency is

essential.

• Willingness and ability to travel (up to 50% of time)

• Be of uncompromised integrity; a strategic and innovative thinker;

and humble and happy to let other take credit for any/all success

achieved

• Ability to achieve maximum efficiency and impact with limited human
