This is not only the situation in Delhi. In Chhattisgarh, NGOs who are implementing TIs have not been given funds for almost a year now. An evaluation exercise is being done by a team of doctors from government health systems. The results of an evaluation of a TI project which does not have funds for almost 12 months and that too by people who are not directly related with implementation or planning of TIs would only result in TINGOs being categorized into various categories and then may be some will get and extension and some will not. Its high time that NACO does come up with some guidelines on evaluation of TI projects. It is important to get the message across that - Evaluation is done for finding learnings from the project and then redesign it. It is not done for closing down projects. Closing down a project results in huge monetary loss as all the efforts made are wasted. It is a crime as taxpayers money is wasted by a select few, who have all the powers.
