If a person cannot ordinarily access this public information easily enough, it amounts to a lack of transparency- which governments in general and ours in particular would like to keep that way! My earlier attempts were unsuccessful and I applaud your results. But this is only the tip of the iceberg. There are so many pieces of information that field workers need and would like to have handy. Unfortunately our national systems are not inclined to let it out. Ever tried to find out how many of our PHCs in the disticts of this country have a doctor either allocated or present? We have NACOs guidelines on expected / preferred laboratory and professional capacity at various levels (PHC, Block / District, metropolitan), but the lower levels cannot stand up and be counted for delivering capacity. For that matter, even the NACO website is a bit of a joke where updating is concerned. Who says Depression is only about patients? Everyone suffers. I think it is a national lifestyle in the development arena. Anyone spent time in the naturally lovely, ethnically delightful and developmentally depressed state of Manipur lately? I was privileged recently and it literally brought me to tears. And our government is promoting a search for support to states like Manipur from other countries like the USA. Chief Ministers running helter skelter! Perhaps all we need is for the allocated funds and implementation to rise from around 20% delivered to a more equitable level! I have few questions: (i) in case of Rajasthan the total outlay for the year has been shown Rs. 129,105,000 where as the disbursement to RSACS in 2 months e.g. June and July is Rs. 82,320,000 and 82,320,000 (164,640,000) that makes more than the total outlay? (ii) Is it possible to get the details of utilisation of the money at SACS level i.e. what % have so far been spent and how?
