NACO Budget and Disbursements to SACS for FY 2007 - 2008

Apologies for cross postings, and if you see this mail on

multiple lists.

As an initial step towards tracking the resources available

with NACO, and how it is being spent, please find below information that has

been collated from publicly available numbers from the NACO website, the

ministry of health website, and the responses made in parliament by the Hon. Minister

for Health.

According to the ministry of health website, the following

is the budget and monthly expenditure made by NACO during FY 2007 – 2008.

The figures for disbursement to SACS are not available for

April and May 2007, and the numbers for June and July are cumulative in the

table below. This should be of use to all those working in the states, to

follow up with the SACS, on utilization of the transferred amounts. Empty

spaces indicate where no information is available, and the assumption is that

transfers have not been done to these states / SACS. Please also note that it

looks like several city / district aids control societies mentioned in the

table below are clubbed together with the SACS when disbursement is considered.

For example, Chennai MC AIDS Control Society does not seem to have a separate line

budget but is subsumed under Tamil Nadu State AIDS Control Society budget.

The spending at the NACO level (Rs.19.09 Crores) can be

derived by subtracting the amount disbursed to states from the total spent, as

the periods for both are corresponding.

I am open to suggestions for improving this tracking process

in the public domain, and would welcome feedback from forum users.

In particular, it would be useful to carry this process down

another level, to see the utilization at the SACS level, and see how money

flows through these structures in the prevention and care of HIV AIDS in India.
