Saying that there is no model of Continuum of Care for IDUs living with HIV may be a little far-fetched. In the 1990's, a model CoC project for IDUs was piloted by and expanded to several districts of Manipur (Imphal, Churachandpur, Thoubal and others) for several years. Perhaps it may still be an ongoing project. This was undertaken through staff hired for the project by the Govt of Manipur and with technical and financial support from WHO; Oxfam and other international partners etc . Lets look at what we learnt from that project and build on it to deliver services - instead of wasting precious resources conducting so-called research studies over and over again.
