No more use of Aides in an IRF or SNF come July 1?

... Am I reading this right? Will this take effect along with the strict

implementation of the Therapy Cap and the 10.6% Fee reduction if

Congress doesn't strike a deal by July 1... or, will this " No more use

of Aides " rule be implemented IRREGARDLESS if Congress acts on the

Therapy Cap and 10.6% payment reduction issue?
