It is indeed surprising to us that this has taken so long to realise. Congratulations! But, in the realisation of the rail travel concession for PLHA, why 50% when the every other person with an incurable and chronic illness has been awarded a 75% concession on cost of rail ticket. This is discrimination, unacceptable and has to be corrected. It is possible for a person with HIV/AIDS to get a certification from the appropriate health and social welfare authorities that s/he is suffering from a chronic and incurable retro-viral infection. With such a certficate, s/he is entitled to get a 75% concession on cost of rail ticket, without compromising confidentiality? No further questions need be asked or answered. So, why this fuss about 50% concession and confidentiality? Enlighten me, please.
