Dear FORUM,

Its a common question that people ask when they dont want to accord anybody

rights and therefore speak of responsibilities. But there is a valid point in

that observation of theirs too. PLHAs definitely should have responsibilities as

any other citizen - AND one should always be able (in a ideal world) be able to

access and employ their rights. Its not an either / or situation.

Just look up materials on 'positive prevention' - that will help -
