Position: Project Manager- HIVAIDS, Truckers Education Project. Contract: Long term consultancy Based: Kabul, Afghanistan Contract Period: 30 Months (From August 2008) Salary: USD 2000 per month + other benefits set by nationally based on experience and qualification. Background: Afghanistan faces a higher risk of an HIV & AIDS epidemic due to the prevalence of high risk behaviors. The available evidence points to the existence of the following serious risk behaviors: increasing incidence of injecting drug use (IDU), widespread prevalence of both female and male sex work, and considerable mobility of the population both within the country and with the neighboring countries, poverty and post-conflict factors. Truckers are also considered an important group for HIV transmission as they may intersect with persons with high risk behaviors such as IDUs, SWs, and MSM, and as they are men on the move, they can be unknowing transmitters of HIV throughout the country. The proposed World Bank financed Afghanistan HIV & AIDS Prevention Project (AHAPP) includes the introduction of comprehensive package of interventions/services targeted to various high risk and vulnerable population groups, of which truckers are also one of the target groups. ActionAid will be providing consultant services for implementation of comprehensive package of services for truckers in the country, these services include, STIs treatment services for truckers, Trucker HIV testing services, Truckers HIV awareness activities and condom distribution among trucker. Therefore ActionAid Afghanistan is looking for a competitive individual to work as Project Manager for the said project. Qualification and requirements: Masters in Social Sciences or equivalent degree with 5 years of experience in managing development projects and 2 years of experience in implementing HIV related projects in developing countries, ideally with truck drivers. Experience in management of community and communication projects. Strong leadership and managerial skills to lead a multi disciplinary team Demonstrated experience to coordinate with different stakeholders including donor agencies and government. Excellent report writing skills and language proficiency in English. Ability to establish appropriate systems for effective management of the project. Responsibilities: 1. Project Management Ensure that the Project conforms with ActionAid Afghanistan Program Principles and Project Standards. If the Project does not meet these standards at any stage of the project cycle, take appropriate steps to correct or improve identified areas. Review existing Project outputs and indicators so as to ensure that they are appropriate and realistic, and if required suggest changes to line management. Develop Project start up plans in consultation with Project staff, line management and local government partners. Following project initiation, develop regular (monthly) implementation plans and reports. Establish and implement Project monitoring and evaluation systems in order to provide regular information on progress towards indicators of outputs and objectives and assess the impact of the Project. Provide technical assistance and support to Project and counterpart staff as required. Financial, logistics, contract and personnel management 2. Coordination / liaison function Establish and maintain positive working relationships with other institutions involved in the project. This should include regular contact to ensure they are fully and appropriately involved in the Project. Coordination with the Ministry of Public Health, the National AIDS Control Program (NACP) and the GCMU. Close coordination and strong communication with the Ministry of Transport and other stakeholders Coordination with ActionAid Afghanistan and ActionAid International including related thematic leaders, program manager, consultants, visitors and other department within the organization.
