Constella Futures is part of the AIDSRelief Project providing high

quality medical care and access to anti-retroviral drugs to people

living with HIV/AIDS in developing countries. AIDSRelief priority

countries include: Uganda, Kenya, South Africa, Tanzania, Zambia,

Rwanda, Nigeria, Haiti, and Guyana. One of Futures Group's

responsibilities is to assist in the monitoring and evaluation of

patients through best practice data collection and analysis.

About the IQCare Software Initiative

IQCare (International Quality Care) is a software development

initiative designed to meet the data collection needs of the

AIDSRelief project. The objective of IQCare is to help care

facilities build their capacity for enhanced data use and analysis.

The software promotes clinic sustainability.

IQCare will be a browser-based, easy-to-use Patient Management and

Monitoring system. The system will provide data entry forms, patient

scheduling and management, and patient, facility and donor reports.

The system will provide an extensive software administration so that

the tool can be configured to meet the needs of a wide variety of

facilities. IQCare's feature set is driven by the needs of the

international HIV patient care community.

Essential Functions:

• Deputy team lead – responsible for ensuring continuity on the

project when Team Lead is not available; will perform all management

and leadership responsibilities in the absence of team lead.

• Mentor the team of developers; be proactive and provide technical

assistance to junior staff

• Design, implement, and maintain databases with respect to access

methods and time, device allocation, validation checks, file

organization, indexing methods, protection and security (back up and

recovery), tuning, documentation, guidelines, and statistical

methods.

• Establish procedures for operations of the database and database

management systems.

• Collect data elements and prepare database specifications.

• Develop, maintain, and control the data dictionary.

• Write database scripts, stored procedures

• Develop C#, ASP, XML and code in other languages for this and

future projects

• Reports to the Technical Lead

• Possible travel to the US or Africa

Experience and Skills:

Domain Experience Preferred - Direct and successful healthcare

management software development experience programming a HIV/AIDS or

ART clinical information system; or was lead software developer in

building a chronic disease (cancer, diabetes) IT system that is

patient centric; or software programmer developing clinical trials

application or other healthcare applications Technical Experience 5+

years of applicable work experience Expertise in design and

development of databases Experience with .Net, ASP, SQL, C#,

JavaScript, HTML, XML is required Proficient in .Net with solid

object oriented skills SQL programming experience (writing stored

procedures, triggers, and functions) required Database design, Table

Structure, Constraints required Experience with Data Conversions,

Data Mapping required Experience in Source Code Management systems

(SourceSafe) required Bachelor's Degree in Computer Science or

equivalent
