The Procurement Analyst will be responsible for all activities related to the procurement of commodities required for the Second-Line Treatment program that is being implemented by CHAI across 26 beneficiary countries. The second-line procurement is being handled by a Procurement Agent and the Procurement analyst will be responsible for coordinating all procurement-related activities between CHAI country teams and the Procurement Agent. Primary responsibility for managing the relationship with the Procurement Agent will lie with the Procurement analyst, including setting expectations around service levels, ensuring timely delivery of commodities to countries, effective real-time updates on status of all orders placed and facilitating efficient communication between CHAI country team sand the Procurement Agent. The ultimate objective is to enable rapid scale-up of high-quality ARV treatment to people living with HIV/AIDS. A dynamic, entrepreneurial individual with a minimum of five years' experience, especially in procurement and supply chain management (PSM) is sought for this role. Responsibilities: • Manage the process for procurement of commodities through the Procurement Agent, including .. Coordination and follow-up for receipt of order requisitions from all beneficiary countries to facilitate pooled procurement .. Determine choice of suppliers for each order based on the primary/secondary supplier selected for each product, registration status in country and supplier lead times .. Develop reporting mechanism that captures updated information on all orders placed with Procurement Agent and communicate status of orders to countries .. Work closely with country teams and Procurement Agent to ensure all necessary documentation such as import clearances, registration waivers etc are in place before delivery of commodities in country. .. Establish QA/QC systems for testing and monitoring quality of commodities procured by the Procurement Agent .. Track all payments made to suppliers and monitor disbursements against initial commitments on a country-wise basis .. Track all orders placed against volumes committed to individual suppliers and monitor shortfall/excess, if any • Develop and implement inventory management system for a Pooled Procurement model that involves combining forecasts received from countries and placing a consolidated order with suppliers against which individual order requisitions from countries can be drawn down. • Be available to trouble shoot problems in specific orders between suppliers, Procurement Agent and country teams • Monitor pricing for ARVs and negotiate/facilitate communications with suppliers to achieve the lowest prices Qualifications: • Minimum 5 years' experience in procurement and supply chain management, in health or other sectors • Exceptional problem-solving, interpersonal and analytical capabilities • Ability to handles multiple tasks simultaneously, set priorities, and work independently • Experience in designing and executing procurement systems in resource-limited settings, and a proven track record of impact/success • Willingness to travel as needed • Experience in working with senior management and / or government and demonstrated ability to favorably influence decision making processes in a diplomatic and collaborative manner Please respond with a detailed resume to jobs@.... http://www.clintonfoundation.org/job-openings.htm#chaipa Quote Link to comment Share on other sites More sharing options...
