Guest guest Posted November 7, 2007 Report Share Posted November 7, 2007 Dear Forum, I want to share some informations which I got from the District Head Quarter Hospital, Koraput, Orissa under Right To Information Act in which the information physically differes from the document. Q.1. Guildelines to run VCCTC and PPTCT. One signboard of VCCTC to be placed in such a position to attract the attention of maximum visitors. One laboratory for testing and 2 separate rooms for counselling and waiting of patients should be present near the outdoor and blood collection sites. Two counselors (One male and One female and one LT must be present. Pre-test Counseling and Post-test counseling must be done of all patients who came to VCCTC directly or refferd MOs and others. Consent of patient before testing must be taken. Q2. Facilities available for PLHIV in District Headquarter Hospital, Koraput? Medicine for opportunistic infections of HIV positive patients are given (prescribed by medicine specialist) Patients with suspected T.B are reffered to chest & TB specialist & Vice versa. HIV positive cases are referred to Community Care Centers who take the responsibility to send cases to ART Center at M.K.C.G Medical College for CD4 cell count and treatment of HIV +ve cases. Monthly report return is sent to OSAC, BBSR. Q3. Is there any specific guidelines that seperate rooms for counseling to maintain confidentiality and testing? Is it is maintained in D.H.H, Koraput? According to letter no. 7370 (5) dt. 05.09.05 of OHSDP (Dept of FW) BBSR and NACO Guidelines there is a provision for two rooms for VCCTC to maintain confidentiality and testing. Yes, It is being maintained in D.H.H, Koraput. Q4.Whether Gloves, syringes and protective materials are available in VCCTC for PLHIV? Gloves and syringes are available in VCCTC when there is scarcity it is purchased from local market. Equipments for surgery HIV patients are not available in VCCTC. Equipments such as refrigerator, Centrifuge machine, Table and chair etc., are available in VCCTC given by NACO and OSACS. Q5. What are the facilities available in PPTCT? Nevirapine tablet for HIV+ve mother. Nevirapine syrup for new born baby and delivery kits are available in PPTCT of District Head Quarter Hospital, Koraput for a Positive mother at the time of delivery. Q6. Is there any specific guideline that a mother with HIV+ve should have undergone caesarian section to reduce chances of transmission to the baby? If yes till now how many +ve mothers have undergone Caesarian section? Yes, there is specific guideline that mother with HIV +ve should have undergone elective Caesarian Section much before advanced stage of labour to reduce chances of transmission. Till now no +ve mothers have undergone caesarian section as they have come in advanced stage of labour and there is no separate OT to deal these cases. Whether Gloves, Syringes and other protective materials available for staff? Gloves for doctors and other medical staff are supplied from hospital store. NACO and SAC provide gloves to VCCTC. What are the medicines available in VCCTC? Medicines available for PLHIV: Acyclovir (200mg) Tab, Tab Fluconazole (150 Mg), Tab. Erythromycin (500mg), Tab Metronidazol (400mg) Doxycycline (100mg), Tab Norfloxacin (400mg), Clotrimazol Pessaries, Gama Benzene Hexachloride, Vaginal Gel PEP drugs for Hospital staffs and VCCTC and PPTCT staff: Tab. Zidovudine (300mg)Tab. Lamivudine (150 mg), Cap Indinavir (400mg) Medicines available at PPTCT: Tab. Nevirapine Tablet, Nevirapine Syrup. Is there any special facility for PLHIV like re-imbursement of cost of medicines? There is no special facility for PLHIV tested positive at VCCTC like re-imbursement of cost of medicines. If a positive case wants then he should apply to CDMO and PD, OSAC. Is there any facility of re-imbursement of travel cost for the persons referred to ART Centre? There is no facility at VCCTC for re-imbursement for person reffered to ART Centre. Community Care Centres are reffering PLHIV cases to ART Centre, MKCG Medical College, Berhampur for CD4 Cell Count and treatment freely at Koraput Community Care Centre for PLHIV cases has been established in the premises of KORALEP near Collectorate. OBSERVATIONS: Physically there is no seperate room for counseling (male and Female). There is no special treatment facilities in Community Care Centre, Koraput. Community Care Centre reffering PLHIV to District Head Quarter Hospital. In this process two PLHIV died in the recent past. In which way a higher hospital can refer a client to lower hospital? There is no adequate supply of gloves. If there is a facility of financial assistance for PLHIV from OSACS nobody knows about it. Even though PEP is available for the staff, the denial of treatment is quiet common. I request OSACS, NACO, forum members and other NGOs can give their valuable suggestions and attention to improve quality counseling, treatment, testing facilities and REFERRAL PROCESS.
