Expenditure by NACO means actually book transfer to the SACS. (So we need to track SACS expenditure patterns actually) What is also surprising at the National level is that we are running our program totally on external funding ( Taking the world Bank loan as -- actually not GOI funding). What is the planning commision thinking on sustainabilty issues ?? Also the SACS then give a certificate end of each financial year and these certificates are also sent to the planning commision . The planning commision actually does not have expenditure certificates even for 2004-2005 from all the SACS . ( This thus also seems to be a big gap -- how can you plan if you do not know the expenditure patterns or even know that the money alloted has been actually spent ?? carry on the good work and all the best !!
