Project Kavach is a pan Indian Program and is part of Avahan – The India AIDS

Initiative of Bill and Melinda Gates Foundation. The project seeks to bring

about behavior change in Long distance truckers through Behavior Change

Communication, provision of clinical services and Community mobilization. It

operates in 17 locations across 9 states along the National Highway Network.

Position: Program Manager

Reports to: Project Director

Roles and Responsibilities:

The Programme Manager will assist Project Director in the development and

implementation of project activities.

· Plan, develop, coordinate and manage projects/programs for TCIF and its

partner affiliates.

· Develop and manage relationships, including those with TCI, Avahan / BMGF,

Regional Offices of TCIF, the NGOs or PIUs, the Consultants and partners like

PATH, IMRB, PSI, FHI, the private sector and other relevant agencies, building

and sustaining collaborations with local, regional and international agencies

and coalitions alike. Also build and sustain working relationship with key

partners, including Government agencies and universities and research

institutions.

· Manage and nurture TCIF National and Regional Project Management Unit’s

project staff.

· To be fully conversant in all relevant Project Proposals of TCIF and PIUs and

the Protocols thereof.

· To ensure full participation of the National Project Management Unit staff in

the entire programme planning process to feed into project reviews, reports and

proposals.

· To monitor and evaluate project activities and adapt interventions, as

necessary, in line with Project guidelines and other parameters. This will

entail regular field visits and liaison with Regional Offices and PIUs and

assessments in each sector, joint workshops, etc.

· To follow-up on data analysis output and adjust policy and planning

accordingly adopting a multi-sectoral approach to project planning

· To assist in compiling donor proposals and reports in conjunction with

appropriate staff.

· To identify training needs and assist in the implementation of in-house

workshops and training courses

· To ensure that proper monitoring systems are in place (through project

managers) to be able to monitor all aspect of the project i.e. the PIU office,

administration, STI clinics, and HIV/AIDS/STI.

· To analyze medical and statistical data culled from the project and the

response to epidemic in co-ordination with the Monitoring and Evaluation

Officer.

· To compile work-plan in collaboration with PIU project managers and TCIF

Regional Project Team for each PIU and monitor the progress activities according

to work-plan.

· To ensure TCIF and Avahan / BMGF project guidelines are correctly complied

with prior to utilization in the PIUs. Ensure that no changes are made to this

guideline or to practices in the field without prior approval and discussion

with the TCIF Project Director.

· To liaise regularly with all related bodies, organizations, internal and

external agencies and any other governmental or non-governmental authorities to

develop a good working relationship and ensure the smooth running of the

project.

· To liaise with other organizations working in the project area at State and

District level (e.g. PSI, FHI, SACS, NACO, Positive Networks, other Consultants)

with respect to program activities.

· To accompany donor representatives and other official visit to the field when

requested.

· To support and assist the Project Director in compiling data for writing donor

report and other reports as required.

· To carry out any other duties as assigned by the TCIF Project Director.

Person Specification:

Essential requirements:

· Post-graduate/Masters degree in Management or Public Health with at least 5

years’ management experience in a recognized medium to large organization / NGO.

· Ability to work effectively in teams as well as independently

· Excellent writing and communication skills and fluent in English.

· Excellent inter-personal skills and presentation skills

· Willingness to undertake project travel.

· Strong commitment to HIV/AIDS
