Sub:An Open Call for Urgent Protection of Rights of Children Living with HIV/AIDS. Kind Attention: Mrs. Shantha Sinha. Hon'ble Madam, I would like to take the privilege of an India Citizen to draw your kind attention to some ongoing direct violation of Right to Life, Right to Universal Accessibility of Treatment, by National Aids Control Policy (NACP) of India being implemented through National Aids Control Organization, under Ministry of Health and Family Welfare, Government of India. According to National Aids Control Program, nowadays NACO is providing only the introductory 1st line Anti Retroviral Therapy to Children Living with HIV/AIDS, including CD4 Monitoring Test. But, as per National Aids Control Policy, NACO can't provide 2nd line or further Anti Retroviral Therapy even to the Children, which is necessarily needed sustainable, healthy and normal life span for all living with HIV, along with Viral Load Monitoring Test. Absence of 2nd line or further Anti Retroviral Therapy, simply allow anybody to die due to Inaccessibility of Treatment. Our Policy even don't bother for the destitute child 'Radha' in Snehalaya,Gwalior on 2nd line Anti Retroviral Therapy to assure her future protection towards Right to Life! At the same time it is very shameful to all Indians, being Citizens of the largest Anti Retroviral Drug Manufacturing as well as exporting Country worldwide to allow own friends, relatives and family members to die due to inaccessibility of such Anti Retroviral Drugs. This is direct denial of treatment even of the Children Living with HIV/AIDS. Direct Violation of the Right to life and Right to Universal Treatment Accessibility of Children, how small the number of lives might be! Such Direct Denial of Treatment only indicates negligence in Healthcare by our Government. According to United Nations Convention Against Torture, Negligence in Healthcare by Government is Torture! India is also a signatory country of that convention, but don't bother for the urgency of the ratification in own Country. The drafted law to protect the Rights of Children Living with HIV/AIDS, still pending! Under this circumstances as an India Citizen Living with HIV till 1999 and under 2nd line Antiretroviral Therapy with unknown future, would like to request you, at least to save the lives of Innocent Children living with HIV/ AIDS needs 2nd line or further Anti Retroviral Therapy today, through Urgent Necessary Action by the Commission for Protection of Child Rights, along with official acceptance of this mail.
