Global fund R8 CCM India secretariat issues continue

Dear Ms. Sujata Rao,

This is to bring to your notice that the even though GFATM proposes to have an

" open, fair and transparent " information flow on the processes that are being

followed in the formulation of the R8 country proposal, the India CCM website

has no information past the announcement of the call for proposals.

Neither there has been any update since 20 April 08 which was the

last date of the concept note proposal submission. The link for reports from the

field still shows " under construction " .  There has been no minutes or

notification of the CCM India meeting held in recent past and or are proposed to

be held for the finalisation of the country proposal.

We know that there have been several meetings of the CCM in the last two months

and " so called " sub committes of the CCM in the recent past for discussing the

proposals but there is no such information available.

The Regional Fund Manager, Mr Taufikur Rehman visited and met the CCM members

and the PRs of the proposals under considerations: no records, no mention.

This does not go well with the principles and guidelines of the GFATM as well

with the India CCM constitution and purpose.

Is the CCM India office/secretariat a dummy office? One wonder who

" owns " that office. Who has authority on the day today affairs of CCM

India secretariat. " UNAIDS " because it " houses "   that office, or counsultants or

nobody? This is very disturbing and does raise

serious issues of governance.

What is the point of having any information six months down when everything is

closed and sealed? I am sure you believe in participatory and transparent

processes.

Later, one can only look back amazed of the decisions taken and wonder how did

this happen! Strangely the Civil Society also does not speak up or voice their

concerns  (or they have been silenced or their silence is ensured or they have

been institutionalised).

Surely RTIs and PILs should not be the only way or solution to everything

non-transparent or apparently and allegedly unfair.

We urge you to intervene urgently and set the process right and ensure there

is a transparent, timely and continuous flow of information and exchnage of

ideas and opinions for everyone.
