This one of the short comings with the rapid tests. And it is not possible to conduct PCR on every donar at any donation camp.If we reject the blood without conducting the advanced tests, we are depriving the people the life saving blood in the emergency. With HIV infection the person can live for around 10 years , but with out blood in the emergency, the patient dies on the spot. In that situation, If I am a doctor, I go ahead with blood transfusion from a positive donar till the new and effective methods of testing are available(It may be wrong and cruel) To assure the blood safety, The donar should be counselled before the donation. The counseller should assess the risk of possible infection in last 6 months.
