Guest guest Posted January 3, 2008 Report Share Posted January 3, 2008 To The Moderator, AIDS India Group, I would like to post a mail for wider circulation to clarify the Discrepancy In Classification of Districts Under NACP-III, NACO is going to implement its HIV Control programmes, intensively in 222 A and B category districts of India. Like wise the districts have been categorized into A, B, C, D groups. While going through the data it is found that there is a huge lacuna in the data that are given by NACO and that of West Bengal Sate AIDS Prevention and Control Society. To site a few: the proposal, that was submitted by CCM to Global Fund Round 7, mentions 187 A and B category districts which in itself is a contradiction to a total of 222 district that are to be served under NACP-III plan. Likewise NACO has categorized three- A districts and four- B category districts while the West Bengal State PIP has categorized four districts under A category and four districts under B category districts. In the data revealed under State PIP the district of 24 Parganas (S) has been categorized as A district but the same district has been given the status of C district. Again the district of Burdwan has been categorized as the A district in both the plans but Durgapur has been mentioned separately as A category district under NACO website. But as far we know Durgapur is in Burdwan district, then how could it be categorized as a separate district. The district of Purulia in the state PIP plan has been categorized as A district while under NACO plan it has been kept as a C category district. Again Hoogly in the sate PIP has been mentioned as C district but in the NACO data the same district has been categorized as the A district. Moreover East Midnapore district under state PIP has been categorized as a B district while NACO mentions it as a C category district. West Midnapore has been placed under B category in NACO site while the state PIP mentions it as a C category district. The district of Darjeeling has been placed as B category district under state PIP while NACO mentions it as a C category district. Under these circumstances, where there is a huge discrepancy in state vs. national level data, could any body from NACO or from West Bengal SACS clarify!
