First of all, to clarify for several people who have asked this, the numbers up to July 2007 are cumulative. They do not represent monthly disbursement amounts, but represent the total disbursed till that month. Subtract the previous month's amount, and you will be able to know the amount disbursed for the month of July. Secondly, almost all respondents have asked why this information is not available on a regular basis, and easily found. I will have to redirect this question to NACO for their response. We will however continue to track whatever information is made available, and put it out in the public domain. In addition, the following details would also be enormously helpful if it is available in one place: a. Where is this money coming from: i. The Union Budget of India (There is a number available in the Union budget, but it is not clear whether all sources are clubbed together to form this number.) ii. Grants from the Global Fund (This is a matter of public record at www.theglobalfund.org <http://www.theglobalfund.org/> , but needs careful reading to understand which of the grants are currently being used in 2007 - 08. iii. World Bank borrowing to support NACP 3 (While the total amounts are in the public domain at www.worldbank.org , the schedule of payments is not.) iv. Other sources, including in kind support. (There are other sources of support, details of which are not readily available in the public domain.) b. How is this money being spent: i. Towards national program support at the central level (administrative expenditure) ii. Towards state level program support at the SACS level (administrative expenditure) iii. Towards programs / activities undertaken directly at the NACO level iv. Towards programs / activities undertaken directly at the SACS level v. Towards program partners in the civil society vi. Towards actual products bought (Drugs, Test kits etc.) The National AIDS Control program has an enormous number of stakeholders, not least the people living with HIV / AIDS. The NACO website can be a one stop resource to answer all these questions and many more from these stakeholders. And it does not all have to be done at one go, and be perfect at that. A start in this direction, and more dialogue with stakeholders on making the available resources work more effectively will help us together get the job done.
