This vacancy is open to applicants of either sex. Preference will be given to

equally qualified women candidates and people living with HIV.

Background:

With an estimated 2.5-3.0 million persons living with HIV/AIDS, India ranks

third after South Africa & Nigeria in terms of numbers. The complex

developmental causes, consequences and challenges associated with HIV/AIDS are

beginning to make an impact in all spheres of people’s lives. In the last 20

years, the epidemic has spread from concentrated pockets of high prevalence into

general population. Infection in women is rising and the number of children

orphaned by AIDS is growing indicating the need for multi-sectoral responses.

Mainstreaming HIV/AIDS into the existing responses of various development

processes and government/ non-government responses has emerged as key strategy

to address the direct and indirect causes and impact of the epidemic.

Recognizing the need for an exceptional response involving various sectors and

organizations especially in the North-East, the National AIDS Control

Organization (NACO) in partnership with UN has designed a five year Joint UN

Project to Support the National response to HIV in the North East. As part of

the Joint UN project, UNDP is supporting the response for Mainstreaming HIV. By

promoting mainstreaming in North-East and greater planning and implementation of

HIV related work in different sectors, it is hoped that ultimately this project

will play an important role in reducing HIV prevalence and incidence in North

East. A project Officer is therefore, being recruited under this project based

at respective SACS of Meghalaya, Mizoram, Manipur, and Nagaland.

Duties and Responsibilities:

Working closely with and under direct supervision of Project Director SACS, the

incumbent will be expected to undertake the following tasks:

• Responsible for day-to-day management of the project.

• Responsible for ensuring responsiveness, involvement and activities of the

government departments in the mainstreaming process.

• Mobilize key stakeholders, such as government departments, employers’ and

workers’ organizations, enterprises, resource organizations, civil society

organizations and other relevant agencies/associations including PLHA networks.

• Coordination between SACS, UNDP, implementing agencies among government,

private sector and civil society.

• Monitor the progress of the various project partners.

• Ensure smooth functioning and progress of the project.

• Ensure timely submission of progress reports by project partners.

• Visit project sites for effective monitoring.

• Facilitate technical resources to the project partners as and when necessary

in consultation with SACS and UNDP.

• Coordinate through the PD with Team Leader Joint UN Programme

• Coordinate with the legislators through the LFA focal person

• Any other task as assigned by SACS and UNDP.

Educational Qualifications:

Advanced university degree in management, public administration, social

sciences, or any other relevant field.

Experience:

• 4-5 years of experience in project management.

• The incumbent must have a significant understanding of the National and state

HIV/AIDS program and the social and economic dimensions of HIV/AIDS.

• Familiarity with working in government, international organization on

development aspects.

Knowledge and Skills:

• Strong management and negotiation skills.

• Ability to work independently and as a team player in a multi-cultural

environment. Working knowledge of computers including MS Office package,

essential.

• A thorough understanding of the HIV/AIDS epidemic.

Languages:

Proficiency in spoken and written English essential. Knowledge of one or two

local languages will be an asset.
