As per the NACO policy GIPA coordinator should take a lead role for establishment and strengthening of Network of PLHA across the state. Then only the grass root level positive speakers came out for their services. Referral and linkages with ART centre, CCC, DICs , ICTCs still in dilemma. District level coordination among the service delivery points will be essential and the GIPA coordinator can lead for the success. Already, the State government of Orissa has been providing Rs.200/- under Madhusudan Pension Scheme for Nutritional support to all the PLHA of the state. Appointment of PLHA in ICTC as a counselor really shows empowerment of the community. Other SACS can replicate the welfare schemes of Orissa in their state. Again am also requesting to the officials of OSACS for the betterment of the PLHA in Orissa. I have a hope that OSACS will think about MIPA in the meanwhile. OSACS will be a role model for other SACS in introducing new schemes. I as a PLHIV of Orissa strongly believe that OSACS in the recent days was very much interested in involve PLHIV networks instead of thinking in their angle. I am proud to say that after taking the opinions of the networks, OSACS is also debating and improving the schemes to reach each and every PLHIV.
