Dear FORUM,

In response to the query posted on AIDS-India by Pondicherry Network

of Positive People Welfare Society, we have developed modules on the

CCC guidelines in Tamil, which we would be happy to share with them

(and other interested parties). For more details, read the note below.

SAATHII and TANSACS conducted a three-day Tamil language training on

community care centers from Nov 15-17, 2007, for district positive

networks and CBOs from around the state. The training is the latest in

a series of NACP-III preparatory workshops that SAATHII has been

offering over the last year to CBOs and Networks under the SAMARTH

project, a USAID-supported joint initiative of FHI, INP+, CMAI and

SAATHII, operating in the USG priority states of Tamil Nadu,

Karnataka, Maharashtra and Andhra Pradesh.

Thus we have developed Tamil-language training materials on NACO's CCC

guidelines that we would be happy to share. We seek help of

list-members to help us translate these into Kannada, Telugu, Marathi

and Hindi.

Major topics in the workshop are given below:

Day 1

--------

- Introduction to NACP-III a chapter-wise exploration of areas within

the national plan where network/CBO involvement is envisaged in such

areas as targeted (prevention) interventions, awareness and advocacy,

monitoring and evaluation, and research.

- Process flow for empanelment of NGOs/CBOs with SACS, based on NACO

operational guidelines.

- Guidance in filling out the application for empanelment, with an

explanation of differences in criteria set out for NGOs vs.

CBOs/networks, and explanation of additional requirements for CCC

applicants.

- Orientation to the purpose and process of Joint Appraisal Visit, and

additional guidelines for JAT visits to prospective CCCs. Participants

are then given an opportunity to assess their own organizations with

respect to the scoring system developed by NACO for JAT visits.

Day 2

- Basic principles of good documentation, with group and individual

work involving critiquing a sample (Tamil) document.

- Event reporting, with a practical session in which participants

view 15 minutes of a HIV/AIDS documentary, develop their own reports,

and five volunteers read out their reports for critique.

- Development of letters of inquiry to prospective funders, and a

brainstorming session on funders of prevention, care, support and

human rights/ advocacy issues.

- Proposal development based on the format prescribed by NACO.

Homework given to groups of participants to develop the key elements

of concept notes

Day 3

- Participant presentations based on homework given the previous day

- Setting up a CCC, pre-requisites, difference in criteria between CCC

application and other applications such as those for TI.

- Service provision guidelines for implementers of CCC. This session

also includes presentations by external resource persons such as

implementers of model CCC, representatives from MSM, Female Sex

Worker and IDU communities who describe the special care/support

needs of the communities they represent.

- Referrals and Linkages in Care and Support. Importance of CCC

services, and the various clinical and non-clinical services that CCCs

can leverage through linkages.

- Financial system requirements of SACS for NGOs. Conditions for

termination, do-s and don't-s of accounting practices.
