The India CCM ways in handling and managing the processes if unfair, arbitrary and non tranparent especially for the HIV component proposals. The process has been a facade and a frace from the begining. Insiders had decided and preselected who will be the one given the funds this time. This was inadvertently (or was it cocky)stated by a senior UNAIDS official in the meeting called for private sector participation who then had to hastily retreat saying that these " agencies " will lead and guide the discussion in the subject areas. And viola, what happens now - the so called those leads have become the proposed PRs of the respective components. The TRP report and recommendations especially on the informal sector HIV component has no " technical " comment and looks to have been written to do favour a particular proposal. This puts the whole process and the veracity of the reviewrs under suspicison. It is just an eyewash to bring the already decided proposal/agency. The conflict of interest is being overlooked completely as the insiders who sat in the previous and earlier discussions on the development of TORS is facilitating the proposal development and even is proposed to become an SR! The other short listed proposals " recommended for further discussion " have not been even invited. What is Civil society doing? Have they been coopted in the game? Seems that even INP+ is content with what is in it for me and is being silent. What is the point of them sitting in the CCM? What are the Global Fund Observers doing? The farce of India CCM procceses has to stop. There has to be complete tranparency in the proceeses and procedurs, absolute public accountability has to be demanded and gottten. And India CCM secretariat and the LFA needs to explain the ommission and can not mislead, misguide and look the other way. This is an appeal to all civil society in India and globally, the office of the chair of the India CCM to weed out vested interests who are taking things for a ride and using the opportunity to do favours to their clan from the process. Time is running out, let there be light. let the fight to win over HIV be clean and clear!
