Guest guest Posted May 16, 2008 Report Share Posted May 16, 2008 Dear Forum, Public Health Foundation of India (PHFI) (www.phfi.org) a public private partnership is looking out for resource personnel in finance (Manager -Finance and Grants, Accounts Officer, Accounts and Administrative Officer) for operationalising a large HIV/AIDS project funded by an international donor Position: Manager – Finance and Grants (HIV/AIDS Project) Placement: PHFI Office, New Delhi Period: 3 years The Manager – Finance and Grants, under the general supervision of the Project Director assumes responsibility for day-to-day operations pertaining to Finance and sub grants, as envisaged in the project. He/She will be responsible for establishing and overseeing the maintenance of comprehensive budgeting, accounting, reporting, financial monitoring and auditing systems and controls for the Project. He/She will focus on the broader aspect of financial management to ensure fiscal accountability integrity. He/She will also be coordinating with donor, NACO, State governments and other partners of PHFI. Technical Skills: · Sound knowledge in Finance, Accounting, Taxation, Corporate & Legal matters · Knowledge in Budgeting & Forecasting of funds flow · Well versed in grant management, preparing grant agreements and managing the sub-grants · Formulating Internal Control & Management Information Systems (MIS) Management Skills · Forecasting fund requirements · Strengthening the Internal Control Systems · Institutionalizing/ Strengthening of Sub-grantees monitoring systems · Systematic, target and result oriented & timely execution of the task · Representation in Committees constituted with in the organization for selection/approval of program/activities. · Good coordination in dealing with national and state level organizations, sub-grantees and the donor agency Personal Skills · Sound Leadership & Supervisory skills · Independent judgment, handling situations & managing multiple priorities · Good interpersonal and communication skills Qualifications · Must be a CA/CWA · Should have minimum 5-7 years of experience in the areas of Accounts, Financial Management, preferably in the NGO sector · Experience working with international funding agencies would be desirable. · Sound knowledge in Computerized Accounting Systems, including Tally Responsibilities: 1.Responsible for managing project finance, preparation of and designing and operating a management information system. 2.Prepare periodic financial reports for submission to authorities, be involved in the assessment of financial status of Sub grantees and review and comment upon their proposals and budgets. 3. Negotiation, finalization, awarding and administration of contracts and management of financial audits and review of all Contracts and Grants 4. Interacting with Project Director, all Program Officers and Field Officers on Financial, contractual obligations and performance and also guide them in finalization of budgets for all sub-grants. 5. Prepare Project budgets and Annual budgets based on annual work plans and progress reports vis-à-vis budget. 6. Project the Fund flow requirements. 7. Oversee cash / bank handling. 8. Responsible for all financial transactions, audit replies, financial guidelines etc., 9. Certify the Periodic Expenditure statements on behalf of PHFI along with the Internal Auditor. 10. Overseeing Contract documents, entering into contracts and agreements and monitoring the operation of the contract. 11. Arrange for annual financial audits of PHFI and sub recipients as required 12. Responsible for compliance of audit findings and taking corrective actions on findings and recommendations. 13. Review accuracy of and support for periodical reimbursement claims prepared for submission to project . 14. Arrange for post award audits of Sub-recipients to whom awards have been made ensuring that the approved SOW is followed and specific areas of concern relating to their operations are covered. 15. Travel to project sites for periodic monitoring 16. Any other duties and responsibilities assigned by the Project Director as and when required. Position: Accounts Officer, HIV/AIDS Project Placement: PHFI Office, New Delhi Period: 3 years Job responsibility: Under the direct supervision of Manager, Finance and Grants, the incumbent will be responsible for · Maintenance of all financial records and files related to the project · Review monthly financial reports in the project · Monitoring and review of the financial systems and accounting practices · Preparation of all timely financial reports to donors · Maintaining systems for filing, stationary store and asset register · Responsible for funds disbursements in consultations with the Finance Manager · Monitoring of expenditure patterns for the project as well as of the sub grantees · Travel to project sites for periodic monitoring Skill/Qualification required Post graduation in M.Com/ Inter CA Knowledge in Tally, MS-Office is a must Minimum 3-5 years experience in working with NGOs and community based organizations Communication in English and Hindi is preferred Position: Accounts cum Administrative Officer: Placement: PHFI Office, New Delhi Period: 3 years Job responsibility: Under the direct supervision of Manager, Finance and Grants, the incumbent will be responsible for · Processing all payments under the project · Maintaining control of the project expenditure within the budget · Maintenance of all financial records and files related to the project · Preparation of monthly financial reports of the project · Review of the monthly reports with reference to the budget · Monitoring and review of the financial systems and accounting practices · Preparation of all timely financial reports to donors · Maintaining systems for filing, stationary store and asset register · Responsible for funds disbursements in consultations with the Finance Manager · Monitoring of expenditure patterns for the project as well as of the sub grantees · Getting an audit of the accounts of the project done on the request of the grantor · Inspection and audit of the books of accounts of the sub-grantees to ensure that the terms of the grant are being followed. This would entail extensive travel. · All administrative aspects of the project like travel arrangements, arranging and co-ordinating meetings, · Record keeping of all files, correspondence, vouchers, and retrieval thereof Skill/Qualification required Post graduation in Commerce / Inter CA/Inter CWA with 5-7 years relevant experience Knowledge of Tally, MS-Office is a must Good Accounting Knowledge, Analytical Skills, Communication and Interpersonal Skills; Working knowledge of Income Tax, Service Tax, VAT, EPF, ESIC & Professional Tax. Experience in working with NGOs and community based organization Communication in English and Hindi is preferred Administrative skills Travel to project sites for periodic monitoring The salary offered to the successful candidate will be negotiable and be based on competency, experience and salary history.
