" --- What I know and have learned is read the bills and laws for yourself as they probably don't say what you are being told by your politicians. Your Mom can receive home health and depending on the state, I got a friend thirty hours a week, and twenty hours on the weekend or seven hundred hours of respite care under medical necissity. If she is living in a community living program they are probably taking away her Medicare to pay for it. So the program Medicare which was developed for is paying for what is needed, right ? Some people, I am not saying you, would take the CLASS program and buy insurance to have nursing care and then collect Medicare which Medicare usually subtracts resources so some might think they can do both and that is not what it was established for. Also, Medicare includes income or medical resources and subtract them out of the SSI payment. Years ago, people knowing they were going to a Nursing Home transfered their assets to others so their income looked low and let Medicare pay for their care. Not anymore, you cannot do this and they take it away for two years at least. There is a website on this http://www.ssa.gov/ssi/spotlights/spot-transfer-resources.htm. There might be an alternative for here if you contact Human Health and Services. I also had to be caregiver for my Mom . There are flaws all throughout the insurance program and duplication so you should read up on it to see if there is something you think you might get and would not.
