Not even the best water filters can remove all of it and the skin absorbs much more than drinking it does so shower filters are completely out since the filtering takes a very long time and wastes a great amount of water and San is likely going to be water rationed this summer. Its so hard to find this sort of information...and sometimes I wonder why... Actually I think showers would be worse because you have hot water making a lot more steam. (Depends on the temp and length of shower/bath). Your head is right near the stream of hot water so you are inhaling all that water vapor along with the fluoride and chlorine.
