needs.Background: EngenderHealth with grants from the U.S Agency for International Development (USAID) through University of Manitoba is implementing a project to scale up HIV/AIDS Treatment, Care, and Support services in Karnataka and a few districts of Andhra Pradesh. EngenderHealth is one of the key partners in this consortium involving Karnataka Health Promotion Trust (KHPT), St. ’s Medical College, Project Concern International (PCI) and several other reputed Indian NGOs. Overall Scope: The Quality Improvement (QI) Specialist, will assume responsibility for and serve as the project’s specialist for

the QI component. The candidate will assist the Technical Director in the design, assessment, training, implementation and capacity building of NGO sector service providers and service delivery sites in the area of QI in HIV care, support and treatment in Karnataka and Andhra Pradesh. In addition the QI specialist will provide TA to the KSAPS and government service delivery sites as needed. The candidate will assist the Technical Director to build and maintain capacity in developing and strengthening sustainable local training systems in QI tools and approaches through the application of innovative instructional training design and materials development and also by providing direct technical assistance to the facilities and the local partners in both states, in benchmarking and improving the quality of care, support and treatment services. One of the key components will be to institutionalize capacity building on

Infection Prevention and Reduction of Stigma and Discrimination in Health Care Settings. Specific duties: • Assist the Technical Director to strategically plan, coordinate and monitor the implementation of the project QI strategy and institutionalization of Infection Prevention and Reduction of Stigma and Discrimination in Health Care Settings. o Undertake situational analysis and needs assessment of the existing facilities with specific focus on Quality of Care in VCTCs, PPTCTs, Drop in Center, HIV clinical care sites and NGO linkages with Revised National TB Control Program sites, Orphans and Vulnerable Child care services of NGO/FBO sites implementing the project. o Initiate QI activities at KSAPS’ ICTC’s, and ART centers as and when requested by the government.o

Assist the Technical Director in training of trainers and health workers at VCT/DCT in counseling, testing, stigma and discrimination.o Assist in building health workers’ capacity to provide youth oriented Quality HIV/RH services.o Assist in building the capacity of public/private sector medical colleges, PLHA networks, NGOs/FBOs staff by orienting, training, and facilitating adaptation and implementation of quality improvement tolls at community based care, support and treatment sites.o Build capacity of academic medical institutions and NGO sites to implement and monitor QI approaches at HIV service delivery sites.o Provide targeted Technical Assistance (TA) to the SACS and consortium partners responsible for implementing the ART roll out in the states.o In collaboration with

the Technical Director and the project team assist in monitoring training activities of the project. Document the process, collect and analyse date from the above activities and disseminate the results to the stake holders.• Conduct Training of Trainers and facilitate trainings and workshops and back stop and supervise master trainers to carry out trainings.• Conduct field visits to monitor program activities and follow up on QI and Infection Prevention action plans developed by facilities offering HIV services. • Work closely with Technical Director to review monthly and quarterly narrative reports of the project and to prepare quarterly and annual narrative reports to the donor• Prepare and oversee the implementation of Project Implementation Plan (PIP), annual capacity building plans with consortium

partners, in consultation with SACS, WHO, UNAIDS and NACO• Assist the Project Director to document project findings and represent India Country Office at national and international for a for dissemination and increased visibility• Obtain feedback on technical areas related to curriculum development from New York Head office and other EngenderHealth colleagues. • Perform other duties as advised by the Technical Director which will include training and other capacity building and mentoring activities in HIV-TB linkages, Orphans and Vulnerable Children, HIV Care, Support and TreatmentThis position requires travel 40% or more time for field-based TA and/or leadership activitiesEducation, Experience & Certifications:• Post Graduate

degree in public health, Preventive Social Medicine or equivalent post graduate education or a related degree• Candidates with medical background and experience in HIV care and support will have distinct advantage.• English Fluency required. Knowledge of Kannada (and Telugu) is required.• Five-six years of experience with large scale projects and demonstrated track record of significant achievement in the area of work.• Significant long- and/or short-term experience in providing field-based TA in the area of QI in HIV/AIDS care is preferred.• The successful candidate will have extensive experience in conceptualizing, designing and implementing training and QI programs including supervision and monitoring.Knowledge, Skills and

TITLE: State Coordinator – MaharashtraOrganization : EngenderHealth SocietyLOCATION: Mumbai, INDIALast Date : September 25, 2008EngenderHealth Society (EHS) is a registered Indian NGO affiliated to EngenderHealth, an international NGO with over 60 years of experience. Under the GFATM supported Round IV Access to HIV Care and Treatment project in six high prevalence states Maharashtra, Tamil Nadu, Andhra Pradesh, Karnataka, Manipur and Nagaland, EHS work focuses on increasing the number of NGO sector providers capable of delivering high

quality care and support services to people living with HIV and AIDS. Overall Scope: The state co-ordinator is responsible for leading and coordinating the implementation of the GFATM project activities at the state level and providing technical assistance to the partners and Continuing Centres of Education and Training (CETCs). Reporting to the Training Manager and working with the project team for training, documentation, monitoring & evaluation activities, the state co-ordinators represent EngenderHealth in six high prevalence states.Responsibilities:1. Co ordinate program implementation at state level including:• Assist the Training Manager and the Program Associate to prepare the state level annual work Plan in consultation with consortium partners.• Facilitate

The QA has been introduced in selected districts of Uttar Pradesh, Jharkhand and Uttarakhand. The QA specialist will also

Assist the Country Director in Business development initiative • Initiate and develop contacts with donors, international foundations, local

organizations and NGOs;• Assess opportunities in India for EngenderHealth/ICO to expand its RH work in India in quality improvement, family planning, maternal and child health and HIV/AIDS;• Develop and maintain relations and routine coordination with key donors and potential partners including but not limited to MOH, NACO, State Governments, SACS, NGOs, USAID, DFID, UNFPA etc;• Prepare concept papers for potential new activities;• Documentation of project findings and dissemination in national and international forums for increased ICO visibility. 3.
