The person in the position should develop skills to coordinate and monitor activities rather than to shirk away responsibilities citing lame excuses like non-cooperation of ART Medical Officers. Also here to monitor distribution of nutrition to PLHA does not need any medical back ground. This is not the first time this happens with DPMs. When expired drugs were given to PLHIV in Tanjore before six months there was no word from the DPM of Tanjore. These district program managers has no line supervisor in the district and there is no role clarity. They are becoming messengers for SACS which is not the originally envisioned role of a district program manager. SACS should seriously work on recruiting more responsible, accountable professionals who have at least 5 years of field level HIV/AIDS experience for the position of district program manager position, at least to do justice to donors / tax payers money. Most of the ART Medical Officers (MO) are not cooperating with DPM's/District Supervisors. In TANJORE, it is the problem with MO not with DPM. ART MO should careful before dealing with any PLHA's. How can DPM's will responsible for that. Second, SACS has to clarify about there role and responsibility in ART Centre. Because most of the ART MO thinking that they are running separate progaram in the district. How can the DPM/Supervisors will coordinate with this?
