Here they do it at night with fogger type trucks and if you put yourself on a list as being sensitive to the insecticides they'll call you before they spray in your area, otherwise I think they think the fewer people who know the better. In Florida they used some for mosquitoes that left quite a large proportion of the population feeling ill in one town. Seismic activity can make you think you're feeling dizzy too.
