With reference to Mr. Anis Ray Chowdhari regarding lubricated condoms, i wish to share my views. As i worked with the truckers and sex workers on Social marketing of condoms, i felt that the Policy of Free Govt. Condoms (NIRODH)made the key stake holders to think that free or cheap condoms are of low quality and at some place it is true. Even when the Govt. produced the Delux Nirodh at cheap prices, the stake holders hesitate to buy them. Some cheap price condom brands like Mithun, Masti etc are famous and drivers buy them hand to hand. Still the have hesitations for that. I feel that more effective BCC and IEC and social marketing policies should be planned as per area and nature of stakeholders. As small NGOs are doing fake data filling to satisfy the funding agencies and Govt. for further funding for their project, so there should be more strong monitoring policies to check whether the implementation of Social Marketing strategies are implemented by Grass Route Level NGOs properly or not. Or it is done for 'PHOTOGRAPHY'and 'REPORTING'only to show the funding agencies. If the planning is done properly and the field officers, or the monitoring and evaluation officers, or the Technical Support Units or the officials of the funding agencies function properly without any corruption or percentage money (hidden amount from NGOs for allowing them the projects); I hope the goal of making the Vulnerable Group safe will be achieved, and also the goal of making the country and world safe from HIV/AIDs will be achieved.
