Position Information Job Code Title : State Programme Coordinator, Andhra Pradesh Legislators Forum on AIDS (APLFA) Pre-classified Grade: SSA Contract- Duration : 6 Months Supervisor: Team Leader- Programme, Advocacy and Communication II. Organizational Context / Background As the leading advocate for worldwide action against HIV and AIDS, the global mission of UNAIDS leads, strengthens and supports an expanded response to the epidemic that intends to: • Prevent the spread of HIV • Provide care and support for those infected and affected by the disease • Reduce the vulnerability of individuals and communities to HIV and AIDS • Alleviate the socio-economic and human impact of the epidemic. UNAIDS and its co-sponsors enhance their outreach through strategic alliances with various stakeholders- other United Nations agencies, national governments, corporations, media, community-based groups, regional and country networks of people living with HIV and AIDS etc. Recognizing the crucial role of elected leaders in mobilizing communities and resources, one of UNAIDS India's key efforts have been directed towards the formation and functioning of Legislators Forum on HIV & AIDS (PFA) at State Level. The basic objective is to strengthen and cultivate leadership at different levels in a state for building a comprehensive response to the epidemic. In order to achieve the set objective, the role will be in advocating with political leadership, key players, policy makers, media, government officials, State AIDS Control Society, and civil society in initiating an extraordinary response to HIV & AIDS. It is also to reduce stigma and discrimination of HIV & AIDS affected people and ensure that advocacy efforts do not load to further stigmatization of those already affected. The UNGASS declaration on HIV & AIDS will form the guiding principle for these advocacy initiatives. III. Functions / Key Results Expected Summary of Key Functions: 1. Prepare action plan of the LFA secretariat involving the legislators' forum members and coordinate implementation of all activities of APLFA. 2. Network and engage elected leaders at state, district and panchayat level to create enabling environment at all levels. 3. Establish and maintain relations with key policy makers, political leaders (at all levels), APSACS, key government departments, positive people networks, CBOs, private sector, civil societies and media to complement their efforts with political advocacy. 4. Organize periodic meetings of legislative advisory group in Andhra Pradesh. 5. Manage regular operation of LFA secretariat in accordance to UNAIDS finance and admin regulation and procedures. 6. Any other responsibilities as delegated by the supervisor. 1. [Prepare action plan of the LFA secretariat involving the legislators' forum members and coordinate implementation of all activities of APLFA] Key Expected Results Work plan development and effective monitoring and implementation of activities as per the defined strategies by UNAIDS for engaging political leadership in HIV response. Effective coordination with the core group members of APLFA for implementing all planned activities. Development of Terms of Reference & #61553; & management of local contracts awarded for implementing activities. Prepare documentation, periodic reports and publications of activities of the forum and comply with the reporting requirement of UNAIDS. Monitor progress of planned activities and prepare monthly report of ongoing activities Successful organization of events, workshops, seminars and & #61553; meetings. 2. Key Expected Results Gather and analyze evidences of local HIV situation & #61553; and provide strategic information for political advocacy activities which can complement to the efforts if State AIDS Control Society. Develop cost effective and sustainable actions for strengthening decentralized response to AIDS in the state. Organize advocacy activities at state, district and mandal levels, especially to sensitize opinion leaders and engage them in addressing issues of stigma and discrimination against PLHIV and most at risk population on various forums. Prepare policy briefs, background notes, speaking points and analytic documents on relevant issues and policies related to HIV and AIDS in the state and advocate for rights based approaches to HIV response in the state. Advocate with high level political leaders inthe states for local resource mobilization to sustain activities of the Legislators Forum on AIDS. Facilitate capacity building and sensitization of elected leaders on HIV and AIDS and facilitate development & dissemination of relevant advocacy materials on HIV. Monitoring progress of political advocacy activities at various levels and document outputs, achievements and outcomes. 3. Coordinate and prepare briefing; documents, meetings minutes for advocacy meetings in the state. 4. [Organize periodic meetings of legislative advisory group in Andhra Pradesh]. Key Expected Results Coordinate with members of state legislative advisory group to organize at least one meeting every quarter. Ensure discussion and development of strategies to keep HIV related issues high in the political agenda and in the public domain. Provide technical assistance, strategic information and operational support for effective functioning of Legislative Advisory group. 5. [Manage regular operation of LFA secretariat in accordance to UNAIDS finance and admin regulation and procedures. Key Expected Result Prepare periodic operation budget of the LFA office, monitor expenses and submit financial documents for necessary approval. Monitor and ensure all & #61553; aspect of finance and administrative operations as per UNAIDS procedures. Maintain timeliness in all reporting requirements of the office. Maintain records for all official communication, reports, documents & and office assets. Monitor performance of the admin assistant and ensure quality deliverables in office operations. IV. Impact of Results Strengthened policy advocacy on AIDS through engagement of & #61553; elected leaders at various levels. Enhanced engagement of elected & #61553; leaders for keeping HIV high on political agenda and creating enabling environment at various levels. Complement efforts of SACS to create & #61553; rights based enabling environment at all levels. V. VI. Recruitment Qualifications Education: Preferably Masters' degree in Management, Public Health, Development Studies or Social Sciences. Minimum of 5 years professional public health & #61553;Experience: and or development experience with at least 3-4 years of those focused on management of HIV related projects. Experience of advocacy in public policy development and working in UN is preferable. Language Requirements: Fluency in English and language of the duty station.
