National AIDS Control Organisation, 9th floor,Chandralok Building, 36 Janpath, New Delhi-1 Sub: Open queries about roll out of 2nd line ART and selection of GIPA Coordinators in Dear Madam, In reference to NACO's annuncrment to start four more ART Centers to make 2nd line ART Available in September 2008. Although currently the need of 2nd line ART is coming out more or less from each and every ART Centers allover the India! But, none of the centers has started yet. Move over, according to feedback from those centers we came to know that those centers are waiting for NACO final order to start and some of them telling, " You may assume that it may start by October or November like that " . Again, in terms of recruitment of GIPA Coordinators in SACS one of the selection criteria has been imposed not to entertain those candidates who are members of any PLWH Networks! So, *May we know that exactly form which date PLWH need 2nd line currently will get from those four ART Centers? *What is NACO's plan to support those who currently need 2nd line ART Currently, but their treatment is going on under other ART Centers apart from those four? *According to NACO's last announcement NACO is going to provide 2nd line ART only from 10 ART Centers allover India out of 163 ART Centers; Do you think that all the 10 centers will be able to serve the complete requirement throughout India? *If not then what life saving measure NACO has planned to address those lives does not fall under those 10 ART Centers? *Is it really impossible for NACO or India Government to start the roll out of 2nd line ART through all the 163 ART centers after inaugural pilot project in Mumbai and Chennai? *If yes, then why and have you ever thought or explored of any alternate through " Private-Public Partnership " apart form foreign donors? *Is it true that one of the selection criteria for the post of GIPA Coordinators in SACS is not to entertain those candidates who are the members of any PLWH Networks? *If yes, then why? Is there any provision under Indian Constitution to restrict any candidate applying for any job to to be in touch with any association or any political party? *If not, then who SACS dare to violate Indian Constitution by depriving Indian Citizens Living with HIV? *While promoter and implementer of " HIV/AIDS Works Place Policy " along with ILO, what NACO/SACS think, that is the policy for NON PLWH?
